BACKGROUND AND PURPOSE OF T HE ASSIGNMENT:
The United Nations World Food Programme (WFP) the worlds frontline food assistance agency is currently seeking an appropriately qualified consultant to support corporate reporting requirements.
The post is based in the Facilities Management branch (MSDI) of the Management Services Division (MSD) and reports to the Facilities Management Officer.
The assignment specifically involves the following responsibilities:
Ensure holistic support to WFP Field Offices when considering leasing/buying premises for WFP use. Provide effective coordination with Engineering Security Space Management Legal and other relevant personnel in HQ. Support the establishment of UN Reform on Common Premises.
Contribute substantively to prepare the information from WFP field offices regarding WFPs leased owned and donated premises worldwide to ensure financial reporting in compliance with the requirements of IPSAS-13 (Leases) IPSAS 17 (Property Plant and Equipment) IPSAS 23 (Non exchange transactions) and IPSAS 43. Prepare a global summary report for distribution to country offices and a Note for the Record for WFP Finance. Contribute to other reports and communications materials as required for distribution to focal points and WFP management.
Ensure data quality; develop and implement a Data Quality Improvement Plan working collaboratively with HQ divisions and field Offices as appropriate to improve integration of processes and provide training and ongoing support to optimize data quality where it is feasible to do so.
Provide project-related oversight and mentoring to junior team members as required.
Contribute substantively to ensure Country Office (CO) focal points participation in the on-line lease management and reporting tool (ARCHIBUS) training.
Work as main focal point closely with the UN Development Coordination Office (DCO) based in New York to establish the common data base among UN Agencies.
Prepare and maintain documentation related to the Facilities CAFM system (Archibus) and Facilities Management for MSDIs internal use and for providing guidance to field staff documenting the processes involved practical tips for successful completion and checklists/training materials for field staff.
Act as the primary focal point for the Lease module of WFPs corporate Facility Management software (ARCHIBUS): co-ordinate the upload of annual premises information into the software and provide management and inter-agency for a with periodic reports as required.
Working collaboratively with HQ teams including Procurement Legal Administration and Finance progressively review and update all WFP premises management processes and guidance and incorporate the new materials into the Facilities Chapter of the Management Services Manual.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
A university degree in the built environment business administration international development or a related field.
Knowledge & Skills:
At least three years of professional post-graduate experience. An interest or prior experience in facilities management and/or corporate reporting is highly desirable. Well-developed written and verbal communication skills are essential. Training or experience to an advanced level of MS Excel is required and at least an intermediate level in MS Outlook MS Word MS PowerPoint and other WFP software. Prior experience in using a CAFM system preferably Archibus is required.
Languages:
Fluency in English (written spoken and oral comprehension)
Working knowledge of French or another UN language beneficial
