About the Role
The Scheduling Manager for Head Start Monitoring Reviews is responsible for developing maintaining and adjusting the national monitoring review schedule for the Office of Head Start (OHS). This role ensures timely and strategic scheduling of approximately 1300 to 1600 reviews annually in coordination with regional offices team leads reviewers and logistics personnel. The Scheduling Manager plays a critical role in ensuring that review deployments are optimized for efficiency equity and responsiveness to recipient needs and program risk levels.
The Scheduling Manager must possess exceptional organizational and problem-solving skills deep familiarity with Head Start programs and demonstrated experience managing complex large-scale scheduling systems in federal or human services environments.

How You Contribute to the Team:
National Monitoring Schedule Development
Design maintain and update the national schedule of Head Start and Early Head Start monitoring reviews including foundational comprehensive CLASS and special reviews
Ensure the schedule reflects grant cycles recipient availability risk indicators and regional priorities
Incorporate flexibility to accommodate 20 to 45 percent fluidity across the monitoring year
Coordinate scheduling of reviews involving multiple grants or special deployments
Coordination and Collaboration
Work closely with regional OHS offices program staff review team leads and logistics teams to confirm availability and readiness of recipients and reviewers
Facilitate communication across all stakeholders regarding scheduling updates review assignments and changes due to emergencies or recipient needs
Collaborate with digital service providers to enter and update scheduling data in IT-AMS
Risk-Based Planning and Data Integration
Support recipient selection by aligning schedule planning with program performance indicators and risk classifications
Incorporate input from content experts and OHS leadership to customize review strategies and scheduling
Maintain a dynamic matrix of scheduled pending rescheduled and completed reviews
Performance Reporting and Monitoring
Generate and submit regular reports on schedule adherence scheduling conflicts and trends in review delivery
Develop quarterly cost analysis and review status reports for internal tracking and OHS oversight
Track and escalate scheduling delays that may affect review quality or compliance timelines
Special Review Support and Contingency Planning
Prepare and coordinate scheduling for rapid response reviews related to child health and safety incidents
Support emergency rescheduling needs due to natural disasters public health issues or recipient-specific emergencies
Ensure review teams are aligned with recipient locations for efficient travel and deployment
Perform these and other reasonable tasks as assigned by management in support of BCTs goals and objectives.

Educational Requirements:
Bachelors degree in public administration project management business education or a related field is required
Project management certification (e.g. PMP) or advanced degree is preferred
Experience Requirements:
Minimum of 5 years of experience in scheduling logistics or operations management for large-scale multi-site programs
Experience in education human services or federally funded program environments is strongly preferred
Skills and Expertise:
Familiarity with Head Start or Early Head Start monitoring or program operations required
Proficient with scheduling and project management tools including Excel MS Project or scheduling modules within platforms like IT-AMS
Strong data analysis and reporting skills to track trends performance and risks
Ability to develop and adapt scheduling systems that integrate risk profiles operational constraints and personnel availability
Proficiency with computer Internet Microsoft Office (Outlook Word Excel and PowerPoint); experience with SharePoint and desirable.
Proficient with video meetings/conferencing (e.g. Zoom Adobe MS Teams).
Ability to adapt quickly to new applications.
Able to meet job requirements while working in a remote work environment.
Communication Skills:
Excellent organizational and interpersonal skills to coordinate with cross-functional teams
Strong ability to lead and communicate clearly and collaboratively with diverse teams grant recipients and other stakeholders.
Clear written and spoken communication skills for briefing OHS stakeholders and drafting reports
Ability to manage multiple priorities and stakeholders under tight deadlines
Ability to provide constructive feedback coaching and mentoring.
Must be able to communicate collaborate and interact with colleagues in a remote work environment; must participate in virtual meetings appear on camera as needed and contribute to meeting content as required.
Additional Requirements
Ability to obtain clearance to access and manage federal scheduling systems
Experience supporting system improvements and participating in cross-contract collaboration
Ability tonimbly respond to real-time schedule changes and support urgent review deployments
There are multiple factors considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align with the specified role geographic location education as well as contract provisions regarding labor categories that are specific to the position.
BCT offers a competitive total compensation package that for this position includes a base salary between $80000 and $90000 along with a generous benefits package. This is a remote position located within the fifty United States or Washington DC. This Project
Head Start (HS) is a national program that provides comprehensive child development services primarily to low-income children and their families and includes Early Head Start (EHS) Migrant and Seasonal Head Start (MSHS) as well as American Indian/Alaska Native (AIAN) programs.
The Head Start program is administered by the Office of Head Start (OHS) Administration for Children and Families (ACF) Department of Health and Human Services (HHS). The Head Start Act and OHS require periodic monitoring and review of all federally funded Head Start programs to ensure adherence to Head Start Program Performance Standards (HSPPS) and regulations. This project is responsible for the monitor review scheduling team deployment and management travel planning and logistics content area expertise conducting reviews and monitoring report drafting.
