The Buncombe County Department of Tax Collections delivers a vital service to the County incorporated municipalities and fire districts within Buncombe Countys borders. All employees within the department focus on fostering positive interactions with members of our community while also following policies and procedures in accordance with State guidelines. We are a small tight-knit team with a focus on delivering exceptional service to our taxpayers while providing support and encouragement to one another. A Revenue Specialist in this position is responsible for the accurate and efficient processing of all physical payments that come through Tax Collections as well as ensuring compliance with state and county laws and policies. Specific responsibilities of this position involve a wide variety of payment processing and customer service responsibilities including but not limited to: in-person property tax payments by cash check or charge; mail and revenue sorting; processing payments for occupancy tax vehicle rental tax and landfill on account payments; internal lockbox processing; issuance of mobile home moving permits; answering common property tax collections and assessment questions accurately and directing taxpayers to the correct department to have their more complex questions answered. This position also works closely with the Daily Tax Collections Supervisor to resolve unique issues involving tax payments while maintaining departmental consistency and keeping in compliance with state and county regulations.

The ideal candidate for this position will have proven experience in the areas of customer service cash-handling organization records maintenance work-flow process creation and problem-solving along with strong teamwork and communication skills.

Purpose of the Position:

The purpose of this position is to provide a variety of standardized clerical functions with significant public contact in the County Tax Office.

Minimum Education Training and/or Experience (required at time of hire): High school diploma or GED; and a minimum one (1) year experience in a busy office including public facing customer service; or an equivalent combination of education and experience.

Essential Functions of the Position:

  • Collect and account for various taxes and other revenues received by mail and in person through cash check money order credit/debit cards and in-house lockbox/mass payment application process; prepare receipts and record payments for various taxes and other revenues received.
  • Research ownership of real property deed transfers to ensure all delinquent taxes that are on lien on the real estate are paid.
  • Maintain files by townships of taxes owed; determine persons with overdue taxes; mail out notices of delinquent taxes; compute penalty and interested to be added to tax bill.
  • Compute taxes and mail notices to persons wishing to prepay taxes; maintain lists.
  • Compile garnishment list and list of property to be sold at public auction to pay delinquent taxes.
  • Monitor name changes (marriage/divorce) 911 address changes taxpayer contact information and assist with vehicle tax refunds.
  • Assist attorneys mortgage holders and others in determining delinquent or current taxes due.
  • Performs other related duties as assigned.

Knowledge Skills Abilities:

  • Knowledge of modern office practices and of forms and technology used in the preparation of tax office records using Microsoft Office applications tax office software and Document Management software.
  • Some knowledge of North Carolina Machinery Act and County tax policies concerning listing assessment billing and collecting.
  • Knowledge of current laws and requirements for United States Postal Service.
  • Ability to use discretion and observe confidentiality in the collection of money and assets.
  • Ability to prepare records and reports concerning the collection of delinquent and current taxes.
  • Ability to use a calculator to compute figures rapidly and accurately.
  • Ability to establish and maintain effective working relationships as necessitated by work.
  • Excellent customer service skills and ability to communicate effectively through in-person telephonic and written conversation; excellent listening skills; ability to effectively multi-task.
  • Able to exhibit sound judgement and decision making.

In order to uphold internal pay parity and equity salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
