JOB TITLE: Bond Program Manager REPORTS TO: Director of Bond and Operations

GENERAL DUTIES SUMMARY:

The Bond Construction Program Manager plays a key leadership role in the execution of the Districts capital construction bond program. This position is responsible for overseeing assigned bond-funded construction projects from planning through completion. The manager ensures alignment with scope budget schedule safety and quality expectations while facilitating communication across internal departments external consultants contractors and community stakeholders.

SUPERVISORY RESPONSIBILITIES:

Bond Program staff as designated by the Operations and Bond Project Director

ESSENTIAL DUTIES and RESPONSIBILITIES:

Project Management & Leadership

  • Serve as the Program Manager for the entire bond program from initial concept to project closeout ensuring all projects align with the districts long-range facility plan and educational goals
  • Develop and manage an overall bond program strategy in conjunction with the Bond Director that takes into consideration all project scopes schedules and budgets.
  • Provide quality assurance throughout all phases of design construction and close-out.
  • Oversee coordination among architects engineers general contractors inspectors and consultants.
  • Oversee district and consultant Bond Project Managers and Coordinators.
  • Maintain a process to actively monitor construction progress via site visits contractor meetings and reporting procedures.
  • Identify project risks and develop mitigation strategies; ensure compliance with safety environmental and code regulations.
  • Lead or contribute to regular project review meetings with stakeholders including school leadership and district administration.
  • Active member of the District Bond Leadership Team
  • Fill in for the Bond Director when assigned including representing the District in external
  • meetings and managing urgent project matters.

Financial and Procurement Oversight

  • Collaborate with the Bond Director and Business Office to develop and monitor project budgets and financial forecasts.
  • Ensure proper public procurement procedures are followed for all projects. Including oversight of the development of bid documents leading pre-bid meetings evaluating bids and assisting in the preparation and management of contracts with architects engineers construction managers and contractors.
  • Oversee and maintain vendor agreements contracts insurance certificates and performance tracking in conjunction with the business office.
  • Review and approve project requisitions invoices and pay applications in coordination with the Bond Accountant.
  • Evaluate and approve change orders value engineering proposals and schedule adjustments.

Community & Stakeholder Engagement

  • Coordinate with the Community Relations Department to provide timely transparent communication to the public staff and Board.
  • Prepare presentations status updates and reporting dashboards for community meetings Board presentations and district publications.
  • Support efforts to increase participation from diverse contractors vendors and suppliers in alignment with the Districts equity goals.

Internal Coordination & Compliance

  • Work collaboratively with Facilities Maintenance Security IT and school administrators to ensure alignment of projects with operational needs.
  • Ensure project documentation meets audit and regulatory requirements.
  • Support development of project workflows templates and standard operating procedures.

Work Environment & Conditions

  • Work is performed in both office and active construction environments across multiple school sites.
  • Must be able to work outdoors in all weather conditions and walk construction sites with uneven terrain.
  • Frequent travel between district sites is require

QUALIFICATIONS:

Minimum:

  • At least two years post-secondary education in architecture engineering construction management design or a related field. At the discretion of the superintendent a combination of education training and/or job experience necessary to perform the essential functions of the job may be accepted.
  • Minimum of five years successful administrative support and/or project management experience in or with a public agency.
  • Knowledge of Oregon public contracting rules and procedures.
  • Must be able to speak clearly and concisely using proper English when communicating.
  • Strong understanding and history of successful customer service; evidence of ability to establish and maintain effective relations with patrons and staff.
  • Valid Oregon or Washington State Drivers License.
  • Self-starter and creative problem-solver ability to navigate conflict through effective communication
  • Strong relationship builder and interpersonal skills
  • Ability to work with minimal supervision ability to prioritize and manage multiple projects; ability to solve problems and make decisions.
  • Applies appropriate district building and departmental policies procedures and work rules including safety practices.
  • Excellent written and oral communication skills.
  • Excellent interpersonal skills with individuals teams and groups.
  • Successful completion of criminal history records check as required by law.

Preferred:

  • Five or more years of successful project management experience in a K-12 school setting.
  • Bilingual Spanish/English.

WORKING CONDITIONS:

Work Environment:

  • Primarily based in an office setting with frequent on-site visits to schools facilities and construction sites.
  • Exposure to varying weather conditions while inspecting grounds maintenance work or construction projects.
  • Regular interaction with school administrators contractors engineers architects community stakeholders and government agencies.

Physical Requirements:

  • Ability to walk stand and navigate large facilities and construction sites for extended periods.
  • May require occasional lifting (up to 50 lbs.) bending climbing ladders or working in tight spaces when inspecting facilities.
  • Prolonged periods of sitting computer use and attending meetings.

Schedule & Travel:

  • Full-time year-round position with extended hours including evenings and weekends as needed.
  • Frequent attendance at School Board meetings public hearings and community engagement events.
  • Driving a vehicle to conduct work.
  • Travel between district schools operational facilities and off-site meetings is required.

Risk & Safety Considerations:

  • May involve exposure to construction hazards loud noise dust chemicals and mechanical systems during site inspections.
  • Compliance with district safety protocols OSHA regulations and risk management procedures is essential.

Performance of this job will be evaluated in accordance with the Confidential-Manager agreement and Board Policy.
