Job Description

The Campaign Finance Board is a nonpartisan independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open transparent and equitable by removing barriers to participation.

We make it easier for New Yorkers to vote meaningfully support candidates for city office and run for office themselves. NYC Votes our voter engagement initiative meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide which delivers information about candidates directly to voters doors. Our public matching funds program ensures small contributions can make a big difference allowing regular people to run for office by relying on the support of other regular people not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money increasing transparency and accountability in local government.

We believe that when every New Yorker is empowered to participate meaningfully in elections candidates will better reflect the communities they serve elected leaders will be more accountable to the public and New Yorkers will have a democracy they can truly trust.

The Investigations Unit works with other CFB units to ensure compliance with campaign finance laws and regulations and seeks a Director of Investigations to lead a team of analysts in the investigations of campaigns independent spenders and other regulated individuals and entities. Responsibilities include but are not limited to:

-Supervising a team of investigative analysts.
-Analyzing campaign finance data and related documentation and records.
-Conducting research to support investigations and audits.
-Contacting contributors and other parties as required.
-Supervising the handling of complaints and subpoenas.
-Collaborating with other units as well as external government and law enforcement agencies.

Knowledge
-Knowledge of campaign finance laws and regulations.
-Knowledge of election and ethics laws and regulations.
-Investigative compliance and enforcement expertise.
-Experience liaising with other investigative prosecutorial and/or regulatory organizations.

Skills
-Strong verbal and written communication skills.
-Strong research and analytic skills.
-Strong investigative skills.
-Strong attention to detail with the ability to identify data patterns.
-Proficiency in Microsoft Office software including Excel or equivalent.
-Proficiency in data analysis.
-Experience tracing financial transactions.
-Strong writing and presentation skills.
-Proven ability to manage confidential matters with the highest ethical standards.
-Strong project management interpersonal and conflict resolution skills.

Abilities
-Ability to oversee and effectively manage a team of investigative analysts.
-Ability to conduct investigations.
-Ability to analyze data and financial records.
-Ability to identify potential violations of laws and regulations.
-Ability to collaborate with other internal units as well as other government and law enforcement agencies.

Other
-Experience working in a campaign finance agency investigative agency political oversight organization or legal/regulatory environment
-Fluency in multiple languages a plus

PREFERRED QUALIFICATIONS
-JD a plus
-Certified Fraud Examiner (CFE) Certified Anti-Money Laundering Specialist (CAMS) or other relevant certification or educational experience a plus

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in the field of investigations auditing law enforcement criminal justice or in a major operational area of the agency in which the appointment is to be made 18 months of which must have been in an administrative managerial or executive capacity or supervising a staff performing investigations or related work; or

2. Education and/or experience equivalent to 1 above. However all candidates must have the 18 months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
