We can provide entitlement development design procurement construction management project management expert witness and litigation support services on a variety of building types. Our experienced team have provided these services to successfully deliver various facilities for public school districts college districts universities commercial developers hospitality owners multinational CM/PM consultants and other valued clients.

This is a full-time position with Los Angeles Unified School District. The ideal candidate for the Site Assessment Project Manager role is an experienced environmental professional with at least seven years of full-time experience managing site investigations and remediation projects under the oversight of agencies such as the Department of Toxic Substances Control (DTSC) RWQCB or SCAQMD. They have a strong understanding of environmental regulations remedial strategies and technical protocols related to soil evaluations risk assessments removal action plans and hazardous material mitigation. This candidate is highly skilled in managing contracts budgets and schedules for environmental site assessments and remediation projects and is capable of providing expert guidance to internal departments on compliance and project coordination. A bachelors degree in geology engineering or a related field is required and professional registration in California (e.g. as a Certified Hydrogeologist Professional Engineer or Professional Geologist) is strongly preferred.

Responsibilities

  • Reviews and coordinates work conducted by environmental site assessment Master Services Agreement (MSA) contractors in the areas of:
    • Phase I Environmental Site Assessment
    • Soils Disposition Evaluation (Compliance with Specification 01 4524)
    • Soils Evaluations (applicability of SCAQMD) Rule 1466)
    • Health/Safety Risk Assessment
    • Preliminary Environmental Assessment
    • Remedial Investigation / Feasibility Study
    • Public Participation Plan
    • Preparation and implementation of Removal Action Workplans / Remedial Action Plans
    • Poly chlorinated biphenyl survey and mitigation
  • Assists in contract development and oversight of remediation contractors
  • Establishes and maintains project budgets including contract management and schedules pertaining to environmental investigations and remediation efforts
  • Provides technical advice to Office of Environmental Health & Safety (OEHS) Management in terms of oversight of environmental site assessment contractors as well as contractor budget and schedule control
  • Prepares and coordinates the environmental review process for individual projects with the
  • Facilities Services Division (Facilities) requirements for:
    • Project scheduling
    • Budgeting
    • School design and construction
    • Emergency response
    • Waste disposal
    • Demolition

Required Experience:

  • Seven (7) years full-time paid experience in management of environmental investigations and remediation conducted under the direction of the Department of Toxic Substances Control (DTSC) or comparable regulatory agency
  • Site investigation and remedial strategies; federal state and local environmental regulations; DTSC Regional Water Quality Control Board (RWQCB) and South Coast Air Quality Management District (SCAQMD) protocols

Required Education:

  • Graduation from a recognized college or university with a bachelors degree preferably in Geology Engineering or related field

Preferred Qualification:

  • California Professional Registration (Certified Hydrogeologist Professional Engineer Professional Geologist) preferred
