Our Network and Service Planning and Design Office is hiring a Vice President Service & Access Planning. This executive role will report to the Executive Vice President Network and Service Planning and Design and will play a crucial role in providing leadership oversight and strategic direction for the Rail Corridor Access and Service Design functions.
What will I be doing
- Accountable for the development and oversees the execution of the transit safety assurance program for rail expansion rapid transit and subways which is aligned with the corporate vision and overall goals.
- Leads and directs the development of contractual requirements and the management of all rail corridor access activities from the planning stage to contract development and in-field operations to ensure all rail corridor access is compliant with contractual agreements and Metrolinx safety standards.
- Accountable for the development and execution of a long-term service planning and access strategy which is aligned and enables success of with the corporate vision and overall goals. Engages with stakeholders (Chiefs and VPs) across the organization.
- Accountable for the development implementation and maintenance of best practice governance standards and independent safety assessments and assurance. Is a subject matter expert for providing direction to implement best practices in service planning.
- Leads and oversees detailed planning to maximize the safe efficient utilization of rail corridor accesses for CPG construction and minimize the overall effect on rail operations and stakeholders and to ensure that corporate risks are identified and mitigated prior to construction.
- Oversees full contractor compliance with related contractual terms and conditions governing the contractor access to Metrolinx and host railway owned rail corridors.
- Leads the establishment and management of key trends and metrics to actively monitor projects adherence to and compliance with and contractual requirements and guides continuous improvement and inform executive decision-making.
- Develops long-term strategies and operational plans that meet with Metrolinx future business delivery objectives.
- Liaises with external authorities to provide program clarity and address corridor access and system planning concerns where necessary.
- Leads and oversees the development of Service and Access Planning programs policies procedures processes tools and training related industry standards and regulatory compliance.
- Minimizes corporate liability by working with internal and external stakeholders to identify and manage risk and resolve escalating issues.
- Monitors progress to ensure that planning objectives are delivered on time and within budget and that anticipated business results are achieved.
- Provides strategic leadership to the Service Planning and Corridor Access teams.
- Provides senior leadership oversight and direction to staff; delivers timely feedback to ensure a cohesive unit and the optimum use of team skills; manages staff and monitors work assignments for adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps and succession plans.
What Skills and Qualifications Do I Need
- Completion of a post-graduate degree in Transportation Engineering or a related discipline or a combination of training and experience deemed equivalent.
- Minimum 15 years progressive senior leadership/management experience in progressively senior experience that includes leading service planning and related functions.
- Understanding of the laws and regulations governing railway systems in Canada in general and Ontario in particular.
- Experience leading the development of service planning policies procedures processes tools and training based on industry best practices.
- Knowledge of project management principles and practices to lead and manage simultaneous projects to tight deadlines and to monitor project adherence to timelines and objectives.
- Knowledge of change management/transformation principles/best practices to lead health and safety change management initiatives.
- Highly developed analytical problem solving and organizational skills to manage multiple challenges in a diversified business/matrix model environment.
- Relationship management partnership building and consultation skills to work effectively and collaboratively across functions with various internal/external stakeholders and functional groups in a matrix-oriented environment to facilitate and influence decisions and ensure implementation of action plans to meet and promote business/organizational strategies goals and objectives.
- Interpersonal oral/written/presentation skills to promote a safety culture advise on safety assurance matters and oversee the development of safety system elements (programs policies procedures processes tools and training).
