Purpose of Job
Assists the Benefits Supervisor with the administration and processing of all group insurance and retirement benefits and wellness programs ensuring compliance with all government requirements and regulations as well as City policies. Administers leave in accordance with FMLA state requirements and City policies.
II. Essential Job Duties
A. Benefits administration
- Answers questions regarding claims benefits COBRA rights and benefits related issues from employees department heads retirees providers and carriers.
- Conducts semiannual open enrollment period for all eligible employee benefit coverage under Section 125 plan; processes changes with Finance and Accounting Department and with insurance carriers.
- Analyzes claims data FMLA statistics financial data and employee survey results.
- Updates and terminates all personnel benefits.
- Prepares self-administered insurance reports through software for monthly payment: Tennessee Consolidated Retirement System (TCRS) and stop-loss.
- Assists in the administration of self-funded group health plan with approximately $11 million in annual claims.
- Assist with the Citys retirement plans including pension plan 401(a) and 457 plans Tennessee Consolidated Retirement System (TCRS) which includes enrollment processing of related documents and attending pension committee meetings.
B. FMLA and leave administration
- Administers confidential Family and Medical Leave Act for employees of the City including monitoring leave slips providing required FMLA notices and tracking leave.
- Researches applicable leave related laws and City policies to ensure compliance.
C. Filing and processing
- Responsible for the protection administration tracking and storing of confidential medical information. Confidential medical information includes employee insurance files billing FMLA doctors notes/releases return to work restrictions.
- Instructs employees on theproper ways to complete claim forms or changes to medical or dental enrollment forms and informs the Finance Department of deduction changes from employee payroll checks.
- Processes incoming bills LTD claims and life insurance claims interfaces between employee and LTD carriers to resolve disputes; maintains correspondence files and assures employees receipt of long-term disability payments.
- Coordinates with employees on insurance premiums and processes payments.
D. Wellness program
- Works with Wellness Team members who represent each department to implement wellness related programs and events. Conducts periodic employee wellness program interest survey.
- Assists with all aspects of wellness program including flu shot vaccinations fitness center health screenings annual health fair and other events.
III. Other Job Duties
Performs other job duties as assigned including:
- Acts as Benefits Supervisor in absence of such.
- Assists Benefits Supervisor with RFPs as necessary for all lines of insurance.
- Performs related duties and responsibilities to assist other employees in the department as required.

Primary challenges of this position include having a strong understanding of insurance and retirement benefit administration and FMLA administration and processes.

VI. Key Competencies Required
- Job Content Knowledge:Has advanced knowledge of the policies procedures and activities of the City and insurance and bookkeeping practices as they pertain to the performance of the duties of Benefits Analyst. Is capable of working with insurance claim forms bills invoices and various types of reports. Has comprehensive knowledge of the terminology principles and methods utilized within the department. Is knowledgeable and proficient with computers.
- Language Skills: Read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Write reports business correspondence and procedure manuals. Effectively present information and respond to questions from groups of managers customers and the general public.
- Mathematical Skills: Add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Compute rate ratio and percent and to draw and interpret bar graphs.
- Reasoning Ability: Solve practical and complex problems and deal with a variety of concrete variables in situations where only limited standardization exists. In decision making some choices are known Interpret a variety of complex instructions furnished in written oral diagram or schedule form.

VII. Physical Demands and Work Environment
Physical Demands: Performance of the essential duties of this job requires the incumbent to:
- Remain in a stationary position 50% of the time.
- Frequently move about inside the office/building to access file cabinets office machinery the public etc.
- Constantly operates a computer and other office productivity machinery such as a calculator copy machine computer printer and telephone.
- Regularly positions self to maintain office area and items needed to complete daily tasks.
- Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- Occasionally moves/transports up to 25 pounds.
