Rules Community Engagement Analyst (Operations & Policy Analyst 3)Job Description:
INTRODUCTION
The Community Engagement unit builds and maintains pathways to prioritize community and partner voice throughout Medicaid policy and operations in close collaboration with other OHA and state agency teams. The primary purpose of this position is to provide community engagement expertise planning and implementation in Division rulemaking.
The positions responsibilities include acting as an auxiliary Chapter 410 Rules Coordinator - Chapter 410 of the Oregon Administrative Rules contains 38 divisions and covers Oregons medical assistance programs (Medicaid Childrens Health Insurance Program Healthier Oregon Basic Health Program and more).
In addition this position is responsible for developing process documents trainings and materials to support community engagement in administrative rulemaking; creating personalized engagement plans with rule writers; partnering with Tribal Liaisons to honor Tribal Consultation responsibilities; engaging directly with communities to assess rulemaking priorities and effective engagement strategies; and maintaining the public-facing website in alignment with DAS SOS and Governors Office requirements.
The ultimate goal is to center community voice in the development modification and management of Oregon Administrative Rules and other medical assistance program rules and statutes. This position represents the agency by explaining program activities policies and proposed changes to internal and external partners federal and state agencies and the public. It also manages external advisory committees and supports Division rule-writing staff in engaging impacted communities throughout the rulemaking process.
This position will collaborate with diverse populations most harmed by social injustice and inequities and will demonstrate the ability to build and steward positive collaborative and partnership-based relationships with diverse community groups including communities of color immigrant groups the disability and neurodivergent communities veterans older adults individuals identifying as LGBTQIA2S and other communities that have been traditionally marginalized.

What We Are Looking For
A Bachelors Degree in Business or Public Administration Behavioral or Social Sciences Finance Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. Desired Attributes:
