You will be updated with latest job alerts via emailWe are seeking a Java Backend Developer to support the modernization of a statewide disease surveillance system. This role focuses on developing secure scalable backend services and APIs enabling data integration user workflows and system-wide automation.
The developer will also support implementation of responsive UI templates using Bootstrap ensuring visual consistency and compliance with State standards. The system must support complex workflows including person record deduplication message processing alerting and rules-driven data correction using business rule engines.
The platform must meet high standards for interoperability accessibility security and performance within a state-hosted IT environment.
ResponsibilitiesDevelop backend services and RESTful APIs in Java for features such as:
Case and contact management
Deduplication alerting and messaging workflows
Person record linkage with Master Person Index (MPI)
Integrate with state systems via API gateways and message brokers (e.g. Rhapsody Kafka).
Implement and support logic via a rule engine or rules-based service to automate:
Error detection and correction
Field-level validations
Data transformation and classification
Ensure secure authentication using OIDC/SAML aligned with MiLogin standards.
Support frontend developers with Bootstrap-based templates that comply with the States look-and-feel and mobile responsiveness standards.
Build features with accessibility compliance following WCAG 2.1 Level AA guidelines.
Optimize performance for high-volume data flows including integrations with ECRs ELRs EDRS MCIR Tableau Kibana etc.
Collaborate in an Agile delivery team across sprint cycles with architects UI/UX QA and security teams.
5 years of backend development experience using Java (Spring Framework or equivalent).
Proven expertise in designing implementing and consuming RESTful APIs.
Experience with identity federation protocols (OIDC SAML) and secure authentication integration.
Hands-on experience with rule engine frameworks (e.g. Drools Camunda or equivalent) to automate validations corrections and business logic.
Knowledge of message integration frameworks including HL7 FHIR Rhapsody or Kafka for real-time processing.
Familiarity with Bootstrap (or equivalent standards-compliant frameworks) for assisting in front-end layout and responsive UI development.
Strong understanding of accessibility standards (WCAG 2.1 AA).
Ability to design for and operate within state-hosted or hybrid infrastructure (on-prem and AWS/GCP environments).
Experience working in Agile teams with product owners designers and QA.
