Job Description

Seeking a C2C candidate located in the specified area.

Scope of Services

The advanced business analyst is a member of a full lifecycle agile development team. They will be expected to work across multiple business units to perform business and systems analysis activities and tasks. They will provide analysis and guidance for development team activities. They will work directly with subject matter experts (SME) and other stakeholders to ensure requirements are thoroughly documented work flowed tested and achieved. They will be involved and work in concert with other team members to analyze design implement and test solutions.

Education

Bachelors degree or masters degree in Business Administration Communication Information Systems or other related field is required. Equivalent work experience may substitute for the educational requirement.

Experience

  1. A minimum of five years of Business Process Analysts and systems analysis is required.
  2. Proficiency in process mapping/modeling with tools such as Visio is required.
  3. Proficiency in Microsoft Office Suite particularly Excel Word PowerPoint required.
  4. Proficiency in writing SQL Queries and performing Data Analysis is required.
  5. Experience working with Microsoft DevOps is highly desired.
  6. Knowledge of Rules 60GG-1 60GG-5 Florida Administrative Code is desired.
  7. Knowledge of data migration is required.
  8. Knowledge of change and release management is desired.
  9. Knowledge of testing and quality assurance tools and techniques is desired.
  10. Preference will be given to candidates with agile project experience and use of Azure DevOps to manage user requirements and backlogs.

Primary Job Duties/ Tasks

The activities the candidate will be tasked with include but are not limited to the following:

  1. Research and understand customer business processes and their inter-relationships.
  2. Document and diagram business and system processes and dependencies between them.
  3. Research and document impacts on agency business systems.
  4. Facilitate joint analysis workshops with the business units.
  5. Gather and document business and technical requirements as user stories in Azure DevOps and other tools.
  6. Manage backlog and work items using Azure DevOps.
  7. Coordinate with data migration and development teams.
  8. Develop Test Plans and Test Cases.
  9. Coordinate testing and quality assurance efforts.
  10. Perform oversight reviews of deliverables for compliance with department standards.

Job Specific Knowledge Skills and Abilities (KSAs)

The submitted candidate must be able to apply specific knowledge skills and abilities in the following areas:

  1. Business Analysis: Ability to perform detailed research business analysis as-is and to-be analysis process modeling. Use of software tools is required and include but are not limited to MS Word MS PowerPoint MS Excel and Visio. Certified Business Analysis Professional (CBAP) or Certified Scrum Master (CSM) is highly desired.
  2. System Analysis & Design: Ability to perform System Analysis & Design using a variety of modeling methodologies and techniques.
  3. Facilitation: Ability to expertly facilitate workshops and meetings with stakeholders.
  4. Technical Understanding: Excellent Technical knowledge and understanding of IT infrastructure and software development practices and techniques.
  5. Project Management: Knowledge of State of Florida Project Management Rule 60GG-1. Ability to apply principles and techniques in the Project Management Body of Knowledge (PMBOK).

Additional:

  1. Advanced skills with Microsoft products: SharePoint Teams Word Excel PowerPoint Power BI DevOPS and Project.
  2. Ability to relate to stakeholders needs document their requirements and perform duties in the absence of staff.
  3. Ability to receive and give constructive criticism and maintain effective work relationships with others.
  4. Ability to adjust to changing demands in a dynamic environment with diverse work assignments.

The submitted candidate must be able to apply common knowledge skills and abilities in the following areas:

4. Decision Making: Makes sound well-informed and objective decisions utilizing critical thinking skills and analysis.
5. Flexibility: is open to change new processes (or process improvement) and new information. Can adapt in response to new information changing conditions or unexpected obstacles. Ability to receive and give constructive criticism and maintain effective work relationships with others.

7. Leadership: Motivates encourages and challenges others. Can adapt leadership styles in a variety of situations.
8. Problem Solving: Able to identify evaluate and use sound judgement to generate and evaluate alternative actions and make recommendations as accordingly.
9. Team Building: Encourages inspires and guides others toward accomplishing the common goal as an equal member of the team.
10. Quality Assurance: Knowledge of the ideologies techniques and tools for quality assurance and control. The ability to put the ideologies techniques and tools into practice.
