Job Description:

SUMMARY

Additional responsibilities include operating equipment and instruments used in the protection location and detection at gas distribution facilities.

Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from higher classes by its lack of advanced technical skills and from lower classes by its technical skills and construction knowledge.

EXAMPLES OF WORK**

ESSENTIAL JOB FUNCTIONS

Constructs maintains and repairs energized underground distribution systems of 600v or less.

Constructs maintains and repairs pressurized gas distribution systems of 60 psig or less (LP and Natural).

Uses various line locating and leak surveying equipment on both natural gas and liquid propane distribution systems.

Under direct supervision constructs maintains and repairs de-energized overhead and underground electric distribution systems of all voltages.

Performs tapping procedures on pressurized gas service lines.

Under direct supervision constructs maintains and repairs gas distribution systems of all pressures.

Performs leak surveys as required and in accordance with Florida Public Service Commission (FPSC) guidelines.

Installs single-phase electric meters.

Performs all required tests on newly constructed and maintained gas service lines.

Installs telecommunication systems cable and conduit.

Maintains detailed records.

Inspects installed underground civil infrastructure for compliance with specifications and design.

Operates maintains repairs and inspects gas system valves.

Ensures contractors adhere to utility standards.

Coordinates and maintains cathodic protection program.

Completes necessary job-related paperwork.

Checks work orders for materials needed. Coordinates issue and return of materials for installed facilities.

Request locates through Sunshine State One Call of Florida (811) marks and protects main and service lines throughout GRU Gas facilities.

Operates a variety of motor-operated construction equipment including but not limited to excavating and trenching equipment.

Maintains calibrates and documents maintenance in all multi-gas detection equipment flame packs and locators.

Cleans and services tools and equipment.

Perform investigations into where gas leaks may be present.

Responds to gas and electric emergency situations.

Operate equipment associated with Leak Surveys detection location and classification.

Maintains SCBA qualifications and works in IDLH environments when required.

Constructs operates inspects maintains and repairs gas service.

Establishes and maintains qualifications on all covered tasks required to construct maintain and repair gas facilities under 60 psig per Federal Regulations.

Performs valve maintenance on natural gas distribution piping.

Evaluates and qualifies personnel of equal or lesser classifications on all covered tasks required to construct maintain and repair gas facilities under 60 psig per Federal Regulations.

Retires service lines and meter installations.

Works in accordance with all safety regulations.

Repairs damaged gas mains and service facilities.

Attends work on continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May construct maintain and repair street light fixtures and associated infrastructure. This function requires the employee to work at elevation from a ladder or aerial lift device.

May open single phase dead-front pad mounted transformers energized at 7200 volts (nominal) and install electrical insulating equipment on energized but insulated primary and secondary voltage cables without supervision. This function enables the employee to complete the installation of a conduit system and associated underground electric service.

May frequently chauffeur other employees depending upon assignment and work location.

May be required to transport mix handle or use hazardous materials (other than cans of gasoline batteries pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current fluids or gas that could endanger the public or other employees.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Graduation from high school or possession of an acceptable equivalency diploma and three (3) years experience in natural gas distribution or any equivalent combination of education training and experience which provides the required knowledge skills and ability.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Driver license required at time of appointment.

Florida Commercial Drivers License (CDL) Class A required at time of appointment.

Instructional permit will be required six months prior to aerial device training with the final license required within six months of final qualifications.

Certifications

Completion of GRU Line Apprentice Technician Progression Through - Training Program or equivalent combination of education training and experience.

Must participate in the GRU Line Technician Progression Through - Training - Program.

KNOWLEDGE SKILLS AND ABILITIES

Knowledge of approved methods materials and tools used in overhead and underground electric line construction maintenance and repair work.

Knowledge of approved methods materials and tools used in gas line construction maintenance and repair work.

Knowledge of occupational hazards and safety precautions associated with trade.

Knowledge of engineering construction drawings.

Ability to perform leak survey work and use leak-surveying equipment.

Knowledge of basic principles of engineering as they relate to utilities construction.

Ability to understand and follow complex oral and written instructions.

Ability to read understand and work from engineering maps drawings blueprints and sketches.

Skill in the use of tools and testing equipment.

Proficient in the operation of personal computers Microsoft Office and other relevant software and internet-based reporting systems.

Ability to work effectively with coworkers and the general public.

Ability to communicate effectively both orally and in writing.

Ability to quickly learn and navigate city and county geography.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

Pre-employment medical examination required including satisfactory drug screening.

Work will require drug testing as prescribed by federal and/or state regulations.

Subject to Pipeline and Hazardous Materials Safety Administration (PHMSA) drug testing.

Work will require sufficient physical strength and agility to safely perform all essential job functions.

Successful completion of specified training courses required.

Work will require performing work on non-level surfaces.

Work may require the performance of tasks at elevated levels

Work may require after normal working hours standby duty.

Requires the ability to use respiratory protection equipment in compliance with OSHA regulations.

People hired in this classification must participate in the GRU Progression Through Training Program (PTTP) for the Line Technician classification.

WORK ENVIRONMENT

Work may require exposure to high voltage and pressurized gas.

Work may require performing tasks in and around heavy traffic.

Work may require exposure to prolonged high noise levels requiring the use of personal protective equipment.

Work will require performance of tasks outdoors under varying climatic conditions.

Work may require exposure to hazardous conditions and noxious chemicals.
