SUMMARY
The IT Infrastructure Manager is responsible for planning implementing and maintaining the Citys Technology Infrastructure including data centers networks cloud computing Active Directory (AD) Microsoft 365 and voice systems. Must ensure that technology infrastructure reliabily supports business operations while optimizing performance and minimizing downtime.
The single position allocated to this class reports to the Director of Technology and leads technical team members including Network Engineers Network Administrators and System Administrators.

ESSENTIAL JOB FUNCTIONS
Manages daily operations of the Citys data centers infrastructure and cloud environments to ensure high availability performance and security.
Supports the planning and execution of efforts to insource technology infrastructure cybersecurity applications and IT service delivery.
Oversees design implementation and maintenance of LAN MAN and WAN networks across municipal locations.
Oversees design implementation and maintenance of Active Directory (AD) and Microsoft 365 platform.
Directs the administration and ongoing support of VoIP telephony systems to ensure consistent communication capabilities.
Leads virtualization strategy and infrastructure to ensure system performance scalability high-availabilty and cost optimization.
Implements and maintains enterprise-wide backup and recovery solutions and procedures to meet Recovery Time and Recovery Point (RTO/RPO) requirements
Supervises infrastructure personnel including Network Engineers Network Analysts and System Analysts.
Develops and enforces policies standards and procedures for infrastructure systems in accordance with industry best practices.
Coordinates technology infrastructure projects and initiatives with internal departments and external vendors.
Manages vendor relationships contract negotiations and technology procurement activities.
Manages departmental budget planning financial analysis and resource allocation.
NON-ESSENTIAL JOB FUNCTIONS
Attends work on a continuous and regular basis.
Performs related duties as required or assigned by the Director of Technology.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelors degree from an accredited college or university in computer science management information systems business administration or a related field.
Eight (8) years of progressively responsible experience in IT infrastructure systems including three (3) years of supervisory or team leadership experience.
A Masters degree may substitute for one (1) year of non-supervisory experience.

Certified Cisco Network Professional (CCNP)
VMware Certified Professional (VCP)
Microsoft Certified: Azure Administrator Associate
ITIL Foundation Certification
Project Management Professional (PMP)
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of principles and practices of effective IT administration supervision and service management.
Thorough knowledge of data center operations cloud platforms active directory and virtual computing technologies.
Extensive knowledge of LAN MAN and WAN networking routing switching design implementation monitoring and support.
Experience with VoIP system management and support
Experience with disaster recovery planning exercises and business continuity practices.
Ability to supervise and develop technical staff.
Strong interpersonal skills to build and maintain effective working relationships with departments vendors and the public.
Excellent written and verbal communication skills.
Ability to manage multiple infrastructure projects and prioritize competing demands.
Knowledge of governmental budget procedures and purchasing practices.
Ability to promote and foster exceptional customer service within IT and throughout General Government.
