Job Description

Background Information:

  • The final candidate selected for this position will be required to undergo a criminal background check as well as other investigative reviews. Criminal convictions do not necessarily preclude an applicant from consideration for a position unless restricted under state or federal law or federal restrictions. An individual assessment of an applicants prior criminal convictions will be made before excluding an applicant from consideration.
  • The final applicant selected for this position will be required to submit to urinalysis prior to appointment to test for illegal drug use. An applicant with a positive test will not be offered employment.

The Program Administrator plays an important leadership role at the agency. In position you will be responsible for:

  • Administering assigned programs focused on qualified clean air projects especially multi-family housing and residential-serving initiatives under programs like Clean Air Improvement and Solar for All
  • Intaking reviewing and monitoring project applications and transactions to ensure compliance with program requirements
  • Analyzing and evaluating program performance procedures and policies; assisting with program planning updates and reporting to leadership
  • Overseeing implementation of credit enhancement tools (e.g. loan loss reserves PACE) in coordination with capital providers and banks
  • Providing outreach and technical assistance to customers local governments and implementation partners; interpreting program requirements
  • Preparing correspondence and furnishing program information to stakeholders and the public
  • Representing the agency at meetings and conferences; conducting outreach and public relations for assigned programs
  • Assisting in the development of new programs and managing work of consultants or contractors as assigned
  • Coordinating program budgeting and planning with fiscal leadership
  • Responding to internal and external program inquiries interpreting applicable laws and policies and determining appropriate resolutions
  • Leading contractors and vendors on assigned projects and processing related transactions
  • Administering special projects compiling data for reports maintaining files and ensuring compliance with agency policies
  • Performing other duties as assigned by supervisor or Executive Director

This position is unclassified pursuant to Ohio Revised Code 3706.02

  • Completion of an undergraduate degree in business administration management public administration science or related field
  • At least 3 years of project management experience involving residential housing and buildings (preferably multi-family properties)

Preferred Qualifications:

  • Previous State Government Experience
  • Knowledge of clean air technologies (e.g. solar energy efficiency) low-income housing tax incentives and financing structures
  • Project management certifications (e.g. project management professional)
