Job Description

Overview

Nakupuna Solutions is seeking a Budget/Financial Analyst III. The Budget Analyst III provides advanced support for financial tracking reconciliation and reporting functions within the Bureaus foreign assistance portfolio. This role ensures accuracy in obligation data leads coordination efforts to address outstanding financial actions and serves as a key resource for historical financial information. The analyst also provides support to other team members during high-volume periods contributing to the overall efficiency and reliability of the budget teams operations.

The Department of States Bureau of Counterterrorism (CT) leads the U.S. governments efforts to counter terrorism abroad and to build the capacity of international partners to prevent and respond to terrorist threats. Administrative and Professional Support Services play a critical role in advancing CTs mission by providing operational logistical and programmatic support across a range of initiatives. These services ensure the efficient functioning of the Bureau by supporting policy coordination budget and financial management human resources travel procurement and other essential administrative functions that enable CT to deliver timely effective counterterrorism programming worldwide. The place of performance for this work is Washington DC and some travel may be required.

Responsibilities

  • Manages quarterly budget execution reporting for all foreign assistance obligations.
  • Independently collects and analyzes data files to support the reconciliation of expenditures.
  • Identifies discrepancies and coordinates with the appropriate budget team member to resolve issues.
  • Serves as the central point of contact for prior-year obligation history.
  • Leads the team as the Unliquidated Obligations (ULO) Coordinator.
  • Provides backup support to the Budget Analyst II during peak periods.

Qualifications

Skills/Qualifications: The ideal candidate is a highly experienced budget professional with deep expertise in federal financial management budget formulation and execution. They possess strong knowledge of industry-standard budgeting principles and tools including federal regulations appropriation law and OMB guidance. Skilled in using Microsoft Excel and financial systems they are adept at reconciling complex data evaluating programmatic changes and preparing high-quality budget justifications. The candidate excels in applying analytical techniques to support decision-making and demonstrates exceptional communication skills for conveying budget information to stakeholders across all levels.

Education and Experience:

  • Bachelors degree in accounting business administration finance statistics or a related field required.
  • Minimum of five (5) years of experience in accounting budgeting or financial management.
  • At least three (3) of those years must be in federal government accounting budgeting or financial management.

Clearance Requirement: Active Secret clearance required. Must be a U.S. citizen.

Physical Requirements:The ideal candidate must at a minimum be able to meet the following physical requirements of the jobwith or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands wrists and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
