The Outpatient Program Manager leads a multi-disciplinary team responsible for providing counseling and treatment services to individuals eighteen (18) and older.
The Outpatient Program works closely with OIs Youth Department and Medical Clinic to identify and serve individuals who need counseling services. This includes transition age youth (1825-year-olds) served by the Multnomah County Homeless Youth Continuum.
This position provides supervision and support to the Outpatient team including weekly 1:1 and group supervision annual performance evaluations meeting facilitation monitoring of staff schedules and caseloads staff onboarding and training and clinical oversight of documentation quality and compliance. The Outpatient Program Manager will work with the Behavioral Health Director to establish and meet performance and program standards. The position will carry a caseload of clients and help provide interim support for outpatient counselors as needed.
This position has 3 grades:
Grade 9 for Qualified Mental Health Professional ($74183.02 to $81884.17)
Grade 10 for Licensed Clinical Social Worker Licensed Professional Counselor or Licensed Psychologists ($82060.09 to $90578.99)
Grade 11 If licensed plus ability to provide licensure supervision ($91906.44 to $101447.51)
Essential Duties
Staff Management and Supervision
Lead an interdisciplinary team to ensure program compliance with all requirements of the Oregon Administrative Rules related to mental health and substance use treatment.
Support program to comply with all regulatory and funder expectations including ensuring timely documentation of services and outcomes.
Provide clinical as well as administrative supervision to program staff.
Review and sign-off on Assessments and Service Plans discussing clinical formulation as needed.
Lead facilitation of team meetings and decision-making.
Coordinate PTO and holiday coverage with other members of the team/program. Assist in planning and coordinating program staffing (review of ETO Requests) including staffing plans during peak summer and holiday periods.
Program Management
Ensure program aligns with Trauma-Informed Care (TIC) standards and practices while integrating evidence-based approaches to enhance client outcomes (e.g. DBT MI CBT IFS ACT IDDT.
Work with Behavioral Health Director to establish Key Performance Indicators and implement strategies to achieve these objectives.
Support the Behavioral Health Director to complete grant reporting and ensure federal grant compliance through data tracking and reporting.
Work closely with PSUs Regional Research Institute to collaborate on research findings and planning.
Engage in outreach activities to increase program enrollment.
Ensure effective coordination with Homeless Youth Continuum partners for the provision of shelter housing and case management services.
Serve as Liaison with HYC partners as needed.
Clinical Counseling and Supervision
Provide initial comprehensive assessment and re-assessments of participants including mental status exam DSM diagnosis and clinical formulation. Facilitate development of a Service Plan with each participant.
Execute treatment services as identified on Service Plans including individual and group therapeutic and skills interventions.
Participate in admission and discharge planning for any client needing hospitalization or subacute level of care.
Provide advocacy and assist individuals in accessing the services and other resources they need.
Adhere to all state and federal privacy regulations including HIPAA and 42 CFR Part 2 and to Outside In policies and agreements regarding confidentiality privacy and security. Maintain thorough knowledge of relevant treatment models.

Education / Experience
Required:
Masters degree in a human services field and four years experience in mental health and meet State guidelines for QMHP.
Oregon LPC or LCSW within 2 years of employment required
Credential in Substance Use Disorders counseling (CADC or MAC) within one year of employment
Able to be qualified by Outside In as a Clinical Supervisor - including demonstrated:

Competency in oversight and evaluation of services
Competency in staff development and
Ability to implement provider policies and procedures.
Experience with relevant treatment models including Dialectical Behavioral Therapy Integrated Dual Diagnosis Treatment and Acceptance Commitment Therapy preferred.

At least 4 years of counseling experience including experience working in mental health and/or substance abuse treatment or counseling programs (SUDS experience preferred).
Knowledge of clinical documentation requirements.
Preferred:
LCSW or LPC plus two years post-licensure experience and able to be qualified as a licensure supervisor preferred
Working Conditions
This job includes working in a standard office environment as well as a variety of community locations to offer community-based treatment. This means that the employee will meet with participants in community locations which may include the participants home hospital and other surrounding community settings. The employee will be responsible for transporting participants in a rented vehicle.
Physical Requirements
