Job Description

IT IS IMPORTANT THAT YOU HAVE FILED FOR TAKEN AND PASSED THE EXAM #5537 FOR THE CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST SUPERVISOR TO AVOID BEING BUMPED OUT OF YOUR POSITION WHEN THE ELIGIBILE LIST FOR THIS TITLE IS ESTABLISHED. ANY CANDIDATE WHO IS SELECTED FOR THIS POSITION MUST SHOW PROOF THAT THEY HAVE PASSED THIS EXAMINATION. PERMANENT EMPLOYEES IN THE TITLE OF CHILD WELFARE SPECIALIST SUPERVISOR ARE ENCOURAGED TO APPLY.

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $94276.00.

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

The Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety permanency and well-being for children in foster care.

The Office of Placement Administration (OPA) is identified as the sole source of referrals for foster care placement of children placed or remanded to the case and custody of ACS. OPA seeks placement for children in all five boroughs of New York City.


OPA Placement Specialist Supervisor duties are:


- Provides expertise and direction on difficult cases requiring a higher level of intervention to implement placement

- Trouble shoots with inter/intra agency managerial staff

- Holds weekly supervision conferences with supervisor I

- Approves time and leave requests ensuring proper office coverage

- Performs yearly written evaluations with interim conferences throughout the year

- Attends conferences meetings family court hearing to represent OPA; as well as provide written reports on the placement efforts for court proceedings

- Attends supervisory meetings as required

- Negotiates placement of youth with contract agencies presenting children in the best possible light

- Maintains contact with ACS staff and staff from the various contract agencies on placement related matters.

- Utilize all data bases including Placement Module WMS LTS CCRS CAS CONNECTIONS Docushare and Proficiency with Email MS Teams Excel

CHILD WELFARE SPECIALIST SUPER - 52370


Qualifications :

1. A baccalaureate degree from an accredited college or university including or supplemented by 24 semester credits in one or a combination of the following fields: social work psychology
sociology human services criminal justice education (including early childhood) nursing or cultural anthropology at least 12 of which must have been in one of these disciplines and 30 semester credits toward a Masters of Social Work or a graduate degree in a related field and at least eighteen months of child welfare casework experience.
