FUNCTION: To work collaboratively with school personnel to promote positive student attendance in Cranston Public Schools by enforcing RI compulsory attendance laws. To verify student residency in Cranston for school purposes.
REPORTS TO: Superintendent or designee
MINIMUM QUALIFICATIONS:
1. Understanding of Rhode Island Compulsory Attendance Laws (RIGL 1619.1 & 16192) and Residence of Children for School Purposes (RIGL 1664-1).
2. Knowledge of the laws relating to RI Truancy Court and the RI Family Court.
3. Experience with the RI Juvenile Justice System preferred.
4. Demonstrated ability to deal calmly rationally and firmly with parents and students.
5. Bachelors in education social work counseling criminal justice or a related field.
6. Strong verbal and written skills for interacting with families school staff and courts.
7. Empathy and cultural competence: ability to work with diverse populations.
8. Ability to manage concurrent cases and maintain accurate records.
9. Ability to communicate in Spanish preferred.
RESPONSIBILITIES AND DUTIES:
1. To minimize the interruptions and disturbances in the education of each student caused by inconsistent attendance or patterns of truancy.
2. Regularly review student attendance records from local public and charter schools.
3. Identify students with excessive absences or patterns of truancy.
4. File official truancy petitions with the Family Court if other remediation efforts do not lead to improved attendance. Rhode Island Gen. Laws 1619.1 covers the legal framework.
5. Work with school personnel and Attendance Officer to engage with families; identify reasons for a students absenteeism (transportation health socio-emotional issues etc.).
6. Work closely with school administrators counselors and social workers to develop attendance plans.
7. Conduct home visits and school meetings when needed ensuring parents understand attendance laws and consequences.
8. Provide referrals to community and school-based resources (counseling healthcare transportation assistance).Help schools create early-warning systems to identify and assist at-risk students.
9. Provide training on attendance policy and intervention strategies for educators and staff.
10. Gather attendance documentation and related records to build truancy cases.
11. Testify in Rhode Island Family Court when required presenting evidence and recommendations.
12. Collaborate with court and law enforcement to implement court-mandated attendance orders including community service or fines.
13. Maintain detailed case files including attendance patterns outreach attempts and outcomes.
14. Track attendance trends and truancy rates at the school district and municipal levels.
15. Speak at school boards and community forums about the impact of truancy.
16. Partner with local organizationshealthcare providers social services juvenile justiceto build a support network for families.
17. Verify residences of students for school purposes including but not limited to home visits data research etc.. This may require night or weekend time.
18. Gather information related to residence matters; testify on behalf of the district in such matters when required
EVALUATION: Performance of this job will be evaluated annually in accordance with provisions of the School Committees policy on Evaluation of Administrative Personnel.
TERMS AND CONDITIONS OF EMPLOYMENT: 200 day work year. Salary and benefits per contract commensurate with experience.
