Central Outsourcing Officer & Third-Party Risk Manager M/W/D

The Central Outsourcing Officer & Third-Party Risk Manager will have functional management of all outsourcings and third-party risk management of CMC Markets Germany GmbH for the European region (ex UK).

Key Responsibilities:

• Execution of all regulatory requirements related to the central outsourcing officer and Third- Party Risk Manager
• Monitoring and surveillance of arrangements concluded with ICT Third-Party Service Providers on the use of ICT Services
• Performance of all tasks of the responsible officer in the following life cycle phases:
  • Governance: Establishment and maintenance of institution-wide standards for outsourcing implementation and further development of an appropriate outsourcing management fulfilling the overarching monitoring controlling and advisory function etc.
  • Initialisation: classification of non-IT outsourcing ICT service and outsourcing initial due diligence and risk analysis notifications filling of outsourcing register etc.
  • Operation and control / monitoring: coordination and execution of the monitoring and control of the respective outsourcing measures to be carried out by the decentralised departments monitoring the implementation of measures reviews of risk analyses central monitoring activities maintenance of the outsourcing register
  • Termination: coordination and support with exit management annual review of exit plans
• Representation of the Outsourcing function in internal and external committees and panels
• Maintain and promote communication and strong working relationships with key stakeholders across CMC Markets Germany GmbH as well as Europe and UK / the Group
• Manage regulatory audits and coordinate remediation activities related to outsourcing management
• Provide guidance and support to members of the regional management team on outsourcing matters
• Provide advice/guidance to the business on key areas of outsourcing
• Undertake such other duties training and/or hours of work as may be reasonably required and which are consistent with the general level of responsibility of this role
• Provide sufficient management information to local and Group management bodies
• Maintain personal/professional development to meet the changing demands of the role including all relevant regulatory and legislative training

Key Skills & Experience:

• Strong background in financial services ideally trading / brokerage
• Experience of Outsourcing management pursuant to Section AT 9 MaRisk ideally as Central Outsourcing Oversight Officer or Deputy
• Experience of DORAs requirements for third party risk management
• Experienced developing and implementing policies and procedures for the oversight of material outsourcings and ICT third-party relationships including contract management KPI / KRI reporting risk assessments and management reporting.
• A deep understanding of the regulatory landscape including relevant laws guidelines and industry standards is essential.
• Proficiency in English (oral & written)
• Excellent verbal/written communication skills and working with key stakeholders
• Strong team player able & interested in working in an international environment
• Proven ability to work under pressure and independently
• Ability to act with a sense of urgency for completing and following through on tasks; resolves challenges in a timely manner
• Ability to hold others accountable for delivery and follow through on commitments
