Job Description
REPORTS TO: Program Manager
SUPERVISES: N/A
AUTHORITIES / RESPONSIBILITIES:
Responsible for identifying and coordinating the removal and disposal of all wastes hazardous or otherwise which is generated as a result of performing this effort. Shall ensure all personnel handling hazardous materials or chemicals and any associated equipment are proficient in performing the labeling handling use application security storage inventory maintenance and disposal of such materials and equipment. The Contractor shall meet the legal requirements in accordance with the Overseas Environmental Base-Line Guide Document (OEBGD) for removal storage and disposal of hazardous waste and maintain disposal records which indicate type of material date and place of disposal.
Prepare and maintain a current inventory of hazardous materials stored used and hazardous waste generated at each designated work site.
Ensure hazardous materials are properly stored inventoried barcoded and segregated IAW HM chemical compatibility instructions.
Ensure generated hazardous waste is collected in an approved container and properly marked labeled and logged in the Accumulation Log.
Notify Government Representative and coordinate collection and transfer of accumulated wastes when containers are full. Removal of full container shall be made within three days from notification.
Conduct weekly inspections to ensure storage lockers hazardous material and waste containers are in good condition no leaking no rust and properly labeled. Report conditions found to the SRF Det Singapore COR.
Maintain Safety Data Sheets (SDS) Inventory List Inspection Records Accumulation Log HW Turn-in/Transfer documents.
Act as a first responder IAW OEBGD in case of hazardous material and/or waste spill. Coordinate spill as the Facility Spill Response Team for proper cleanup. Notify SRF Det Singapore COR of all HM incidents.
Maintain and replenish spill response/clean up material and required Personal Protective Equipment.
Ensure all Hazardous Material (HM) is listed in the Authorized Use List (AUL).
Maintain accurate inventory records of LCS CM/EM material using a computerized inventory management system.
Coordinate the movement of LCS CM/EM materials between PSA Sembawang and the SSF at Changi Naval Base
Responsible for coordinating projects involving processing of Hazardous Materials for Shipbuilding programs meeting all requirements.
Evaluate vendor provided technical data including Material Safety Data Sheets (MSDS) to ensure standards and ship requirements are met.
Minimize the use of hazardous materials and avoid or reduce the use of environmentally undesirable materials at the source. The presence or use of Hazardous Materials must be clearly identified allowing them to be tracked and managed throughout the ships life cycle. Tasking is in support of Integrated Environmental Safety and Health (IESH) efforts.
Coordinates projects involving hazardous chemical waste and other chemical safety issues in support of shipbuilding programs
Ensures compliance with all contractual requirements federal regulatory agency policies and procedures.
Review and evaluate MSDS
Performs other related duties as assigned.
Certificates/Security Clearances/Other
Must have the ability to bend squat stoop crawl and kneel. Perform prolonged standing. Ability to turn head from side to side and about the vertical axis. Ability to turn body at the waist from side to side and about the vertical axis. Lift/push/pull 50lbs to 75lbs on an occasional basis. Lift/push/pull up to 20lbs on a frequent basis. Must have the ability to climb in a safe manner (climbing as a minimum includes stairs scaffolding ladders and ramps). Ability to work at heights above 12 while working from ladders scaffolding and/or man lifts. Able to work at a variety of levels (ex. waist eye overhead). Demonstrate the ability to safely and appropriately use required tools and equipment. Demonstrate good balance while working on uneven surfaces and maneuvering obstacles. Possess sufficient handgrip and coordination to carry and operate tools and equipment. Ability to utilize personal protective equipment (hard hat safety glasses steel toed shoes goggles respirator safety harness safety line flotation gear etc.) safely per OSHA standards. Ability to withstand cold and hot temperatures. Ability to enter 18 x 36 openings and work in confined spaces for prolonged periods of time. Able to respond to verbal and audible sounds/commands. Able to utilize adequate visual skills. Ability to fully extend the arm while reaching overhead reaching out reaching to the side and reaching down. Ability to perceive attributes of an object/material such as size shape temperature and texture by means of receptors in the hands and fingers.
Additional Qualifications/Responsibilities
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
Bachelors Degree in Environmental Science Occupational Health and Safety or a related field; equivalent combination of education and related experience may be considered in lieu of degree
Three (3) years of relevant experience in hazardous materials handling storage and disposal; environmental compliance or regulatory reporting; and conducting facility or site inspections involving hazardous materials.
HAZWOPER certification preferred
Experience working on Navy USCG MSC contracts or in a DoD environment
Knowledge of policies and military related standards and procedures for handling of hazardous materials
Familiarity with system safety practices and environmental compliance systems
Strong written and oral communication skills
Strong analytical and problem-solving skills
Proficient with Microsoft Office products
Proficient in database and spreadsheet tools (e.g. Access Excel)
TOOLS:
Experience with MS Office (Word Excel)
