Job Description

GENERAL PURPOSE: The Assistant Police Chief Responsible for the proper execution of all assigned duties and the general management and strategic leadership of his/her command responsibilities. Oversees the planning organization and evaluation of operations and activities under the command assignment and the Police Department ensuring alignment with policies and guidelines determined by the Chief of Police. Reports directly to the Police Chief and serves as the Acting Police Chief in the Chiefs absence.

The salary range for this position is $150348.22 - $218005.01 per year with a hiring range of $150348.22 - $184176.62depending on qualifications and experience.

  • Position closes: Tuesday July 22nd at 8:00AM MST
  • Invited candidates will participate in the Assessment Testing on Tuesday July 29th and/or Wednesday July 30 2025. A formal schedule will be provided.

  • The examination will consist of two assessment boards and an interview with Chief Doran.

ESSENTIAL FUNCTIONS:

  • Plan organize coordinate direct supervise and lead the operations and personnel of assigned command.
  • Oversee scheduling and assignment of personnel and equipment resources to provide efficient and effective law enforcement coverage.
  • Devise more effective and efficient methods and procedures of providing police services to the public by reviewing analyzing and interpreting Division activities traffic accident data citizen complaints and crime data.
  • Conduct staff meetings in order to keep staff informed in a timely and effective manner.
  • Monitor and evaluate Departmental programs on a regular basis to determine effectiveness.
  • Research draft or recommend new or revised division work methods procedures and policies.
  • Submit new/revised plans drafts and recommendations for review by the Chief of Police.
  • Initiate and monitor the implementation of division goals and operational procedures.
  • Review reports and performance of supervisors and personnel to assure acceptable levels of work accomplishment compliance with Departmental standards and to detect work deficiencies.
  • Manage the assigned Divisions budget and prepare Division budget requests with written justification using subordinates budget requests and recommendations as well as own.
  • Monitor and document activities of those directly supervised and complete performance evaluations of personnel based upon the documentation.
  • Establish and initiate action plans to improve deficiencies in performance of those under direct supervision.
  • Assist in the selection of police personnel for hire reassignment and promotion.
  • Assist the Chief in setting Department goals and objectives.
  • Review all Blue Team Reports of employees actions in the assigned division.
  • Prepare and distribute written orders correspondence and operating procedures emanating from Administration to appropriate personnel.
  • Assume the responsibilities of Acting Chief of Police in the Chiefs absence.

OTHER DUTIES:

  • Advise the Chief of Police regarding personnel issues such as promotion selection reassignment and termination.
  • Attend City interdepartmental meetings police staff meetings and briefings relative to Departmental and division operations as required/needed.
  • Respond to citizen complaints and questions regarding Division personnel and activities.
  • Respond to major and critical crime and emergency scenes to monitor or command operations.
  • Perform other related duties as required and assigned.

SUPERVISORY:This position is responsible for supervision of City employee(s). Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing hiring and training employees: planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

JOB QUALIFICATIONS:

Knowledge Skills & Ability: Oral communication skills sufficient to effectively communicate complex concepts to individuals and group audiences. Written communication skills sufficient to effectively produce reports articles and research of a complex nature. Managerial skills with emphasis on community relations and internal team building. Driving skills demonstrated by possession of a valid Colorado drivers license. Demonstrated personal computer skills sufficient to complete required work. Ability to read and write the English language.

Education: A bachelors degree from an accredited college or university recognized by the American Council on Education with major emphasis in criminal justice law enforcement public administration or related field. Masters Degree preferred. Executive Law Enforcement Training highly preferred such as: FBI National Academy; Northwestern University Center for Public Safety- School of Police Staff and Command; Police Executive Research Forum Senior Management Institute for Police (SMIP); and/or Similar Executive or Command level training. An equivalent combination of education and/or experience may substitute for education requirements.

Experience: Seven years of progressively responsible experience in law enforcement positions including at least three years of experience as a Lieutenant or above with a law enforcement agency at the time of appointment. Must be state certified or eligible to become state certified by the Colorado POST board within one year of appointment; Colorado candidates preferred. Must possess a valid drivers license.

Material and Equipment Directly Used:Motor vehicle computer police radio telephone (cellular and stationary) and other standard office equipment.

Working Environment/Physical Activities:Frequent light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools. Frequent exposure to routine office noise and equipment. Occasional exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident. Occasional exposure to marginal to moderate conditions that are unpredictable and may lead to injury.
