Job Description

Introduction

The Residential Services Section serves property owners and their selected contractors and appointed agents. The scope of services includes drinking water wells septic systems and other residential activities that affect water resources in the ground.

Summary Statement

This position resides in the Department of Natural Resources and Environmental Controls Division of Water Residential Services Section. This Section serves a diverse state-wide customers base of residential and municipal permittees providing review inspection compliance and enforcement support services for the Division of Water. This position assists in protecting Delawares water resources with a focus on a soils-based approach to on-site wastewater treatment and disposal system siting as well as technical support for state-wide drinking water and wastewater permitting and compliance programs.

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes collects analyzes reviews and interprets data from standard field studies compliance inspections various regulatory submissions or literature and makes recommendations.
  • Performs statistical analysis of data.
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
  • Prepares permits technical reports and/or enforcement case documents.
  • Responds to technical/regulatory inquiries from other state local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist III
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higherin Life Physical or Applied Science or related field.
  2. Six months experience in environmental or natural resources project management which includes planning developing implementing managing and evaluating environmental or natural resources projects to ensure objectives are met.
  3. Two years experience in analyzing and evaluating scientific data.
  4. Two years experience in interpreting environmental laws rules regulations standards policies and procedures.
  5. Six months experience in using an automated information system to enter update modify delete retrieve/inquire and report on data.
  6. Six months experience in technical report writing.
