The story of our organization begins in 1993 when Texas created a workforce development system that made significant efforts to improve service delivery through local control and coordination of services from different programs. On May 23 1996 Governor George W. Bush certified the North Central Texas Workforce Development Area (WDA) and on July 25 1996 the Chief Elected Officials of the 14-county WDA signed a partnership agreement forming the North Central Texas Workforce Development Board and selected the North Central Texas Council of Governments as its fiscal agent grant recipient and administrative agent. Our WDA includes Collin Denton Ellis Erath Hood Hunt Johnson Kaufman Navarro Palo Pinto Parker Rockwall Somervell and Wise counties.
How you will make an impact - Description of the Opportunity:
The Assistant Director of the Workforce Development Programs Unit will provide strategic leadership operational oversight and management of a team responsible for providing day-to-day program oversight program technical assistance and management of Board selected subrecipient responsible for delivering workforce programs and services childcare quality and scholarship programs and industry engagement initiatives. Working closely with the Executive Director the Assistant Director will ensure the alignment of program goals with the organizations mission vision and strategic objectives. This role will oversee the day-to-day operations of the Workforce Programs unit Industries & Workforce Engagement unit and Child Care Development unit ensuring that programs and services are efficiently and effectively implemented and responsive to community needs and performance is tracked managed and achieved through the Boards subrecipients. The Assistant Director will need to have a working knowledge and experience of the workforce development system to ensure compliance with the Workforce Innovation and Opportunity Act (WIOA) Choices/TANF Program Supplemental Nutrition Assistance Employment & Training (SNAP E&T) Program Noncustodial Parent (NCP) Choices Program Child Care Development Block Grant as well as other workforce development programs. The Assistant Director will play a key role in fostering collaboration across teams managing stakeholder relationships and driving program impact to support our regions workforce families employers and local industries.
Department Leadership
- This work includes leading a team of 25 full-time professionals that support various areas of the Workforce Development Programs Unit.
- As an Assistant Director youll play a crucial role in ensuring that the units you are responsible for operate smoothly effectively and efficiently while also fostering a supportive and productive cross-departmental work environment. You will need strong leadership and team-building skills be adaptable to changing laws and regulations be able to solve various issues assist in negotiating subrecipient contracts navigate diverse challenges and facilitate open and effective communication with the ability to inspire and motivate others.
Areas of Responsibility:
- Collaborate closely with and support the Executive Director to set strategic priorities and ensure alignment with broader organizational goals. Work together to refine program strategies assess resource needs and ensure programs meet organizational standards of quality and impact.
- Collaborate with and support the Executive Director on the organizations funding strategy including identifying new funding opportunities securing grants and ensuring compliance with grant reporting requirements.
- Partner with the Executive Director on budget planning resource allocation and operational management for all programs ensuring efficient use of resources adherence to financial constraints and timely delivery of services.
- Lead the development implementation and ongoing evaluation of workforce development programs childcare scholarship and quality programs and industry partnership initiatives. This includes ensuring that workforce development program services such as Incumbent Worker Training Apprenticeship Teacher Externship career placement services childcare scholarships and childcare quality and various types of referrals to workforce development programs and services are effectively managed and aligned with community and industry needs.
- Implement systems for continuous improvement using data to refine processes optimize program delivery and achieve better outcomes for participants and employers.
- Establish and maintain clear communication channels between teams to promote cross-functional collaboration ensuring staff are well-informed and supported in their roles. Encourage innovation and the sharing of best practices to enhance team effectiveness and program impact.
- Oversee and empower specific teams responsible for the collection analysis and reporting of program data ensuring that all performance metrics client outcomes and satisfaction surveys are tracked consistently and accurately. Use this data to monitor program success identify trends and inform decision-making.
- Supervise mentor and provide guidance to workforce development programs units management team and support staff ensuring they have the support and resources needed to manage their teams effectively.
- Promote a collaborative positive and high-performing team culture across the department.
- Develop and implement performance management strategies conducting regular evaluations to assess staff performance and ensure alignment with organizational goals. Provide constructive feedback and identify opportunities for growth.
Must Have:
- Ability to lead the execution of a high performing team including demonstrated experience managing personnel
- Demonstrated experience in creating relationships that lead to desired outcomes
- Ability to leverage resources and relationships to effectively administer workforce development services
- Demonstrated executive leadership experience managing and overseeing workforce development programs specifically in Workforce Innovation Opportunity Act (WIOA) Adult Dislocated Worker Youth and Child Care and Development Block Grant programs or other state and federally funded workforce development programs.
- Proficient and comprehensive understanding of programs such as Temporary Assistance for Needy Families (TANF)/Choices Program Supplemental Nutrition Assistance Employment & Training (SNAP E&T) Program Noncustodial Parent (NCP) Choices Program Child Care Development Block Grant/s etc. that are operated by workforce development boards.

Required Education & Experience:
- A Bachelors degree and a minimum of 7 years related work experienceat a senior leadership level. A preference for 8 years of experience.
Compensation:
- FLSA: Exempt
- Starting Salary: $145562.00- $160118.00 depending on skills qualifications and experience.
Officing:
- This position is located at the NCTCOG main campus in Arlington.

- NCTCOG participates in a defined contribution plan as an alternative to Social Security. The defined contribution retirement plan provides retirement benefits for all eligible employees. NCTCOG contributes twelve percent (12%) of permanent full-time employees gross salaries. Participating employees contribute six percent (6%) of gross salary. An employee becomes forty percent (40%) vested in NCTCOGs contributions after three full years of employment. An additional fifteen percent 15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
