Performs a broad scope high level of highway operational duties (including scheduling assigning and overseeing subordinates work inspecting work training and guiding staff) related to the most advanced duties involved in items such as operation of motorized vehicles and equipment pavement care and preservation roadside shoulder restoration and repairs delivery of equipment and materials snow removal operations office administration permit compliance record keeping work management reports inventory and features tracking budgeting data entry contract preparation and tracking environmental compliance vehicle and equipment care.
These are technical leaders within a specified work unit. Will act on behalf of the supervisor in their absence. This position exists to provide and preserve a safe and efficient transportation system for the traveling public as well as being courteous considerate and prompt in dealing with and serving the public. Responds to emergency call-outs (24 hours a day seven days a week).

Assists with management of the annual work plan coordinating resources (manpower equipment and materials) contracted services and items and facility management.
Oversees and inspects work products of multiple operations directing in-house and contracted services. Compiles reports for supervisor. Assures safety and compliance in all operations. Coordinates with other government agencies utilities and businesses regarding encroachments and asset preservation. Provide assistance to district personnel in evaluation techniques. Conduct meetings review projects and confer with transportation professionals.
Assures required inspections and audits are being completed for all highway system features. Attends planning and review meeting for upcoming construction project providing important technical feedback on product and system performance.
Acts as liaison between procurement professionals and district office to ensure advertisement pre-offer meetings award criteria and evaluations are done on a timely basis. Inputs information on vendor performance service levels and licensing requirements. Answers vendor questions related to contract specifications at pre-offer meetings. Establishes meeting dates locations and resources for pre-offer and post-award activities. Prepares recommendation for award correspondence to upper management through immediate supervisor.
Review monitor and control amounts expended from the budget to assure that expenditures are within allocated funds. Report issues to the district managers. Conduct in association with other team members conflict resolution meetings as necessary. Prepare estimates of labor equipment and materials for planning purposes. Analyze highway management records for determining feasibility of contracted services for certain activities.
Assure the training and coaching of the employees in effective and timely manner for the development of a skilled work force.

Procedures practices and methods of the operation preventative maintenance and minor repair of vehicles and equipment used in roadway operations and roadside operations.
Unit and district office procedures management and business procedures procurement Pecos reports feature inventory and customer relations.
Contract procedures biding awarding and monitoring.

Federal State and agency laws rules regulations and policies and procedures pertaining to work activities safety practices and public relations.
Materials equipment and tools used in work activities and established work methods and standards.

Minimum one year experience as a Highway Operations Technician or equivalent experience.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Must possess a valid state Commercial Drivers License with appropriate endorsements.
