GENERAL DESCRIPTION:
Under direction the Engineering Inspector reviews preliminary construction plans and performs preliminary site review inspects major or complex projects for compliance and reviews applications for permits. Perform various asset inspections and reports ex.) guardrail culverts sidewalks etc.
QUALIFICATIONS: An example of acceptable qualifications:
Associates or Bachelors Degree in Civil Engineering Technology Construction Management or related field; excellent communication and interpersonal skills; or any equivalent combination of education experience and training which provides the required knowledge skills and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid state of residency drivers license. Must remain insurable under the Countys vehicle insurance policy.
EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:
Desktop computer mobile devices (smartphone tablet et cetera) standard modern/business office equipment; two-way radio motor vehicle knowledge of proper operation and safety for light and heavy construction equipment. Knowledge of GPS equipment and uses.
ESSENTIAL FUNCTIONS OF THE POSITION:
  • Under general supervision assists in conducting field inspections of project construction work to locate assets using GPS to ensure compliance with project specifications plans engineering principles codes regulations and policies (e.g. trenches excavations sub grading inlet construction sidewalks berm construction asphalt concrete etc.)
  • Utilizes devices and instruments to accomplish tasks (e.g. levels tapes rules flowfinity apps ipads etc.); performs surveys as directed
  • Identifies violations and meets with contractor engineers and/or general public to explain specification requirements and/or code regulations.
  • Administers major construction projects (including permit and subdivision projects)
  • Conducts field inspections to ensure that projects are in compliance with project specifications plans engineering principles codes and regulations regarding right of way (e.g. excavations easements driveways etc.)
  • Inspects the installation of underground utilities to ensure compliance with regulations.
  • Confers with contractors public and/or utilities regarding potential or existing problems and recommends corrective actions conducts hydraulic analysis utilizes measuring instruments and devices to accomplish tasks.
  • Reviews preliminary construction plans and performs preliminary site review with project personnel.
  • Inspects major or complex projects to ensure that projects are in compliance with state and county regulations specifications plans and engineering principles; reviews applications for permits consults with supervision on all disapprovals and/or variances.
  • Prepares and maintains detailed reports and documentation of inspection and compliance activities (e.g. inspection daily reports construction diaries project status validation sheets and related files etc.).
  • Prepares and validates pay records calculates quantities for validation of payments; collects and collates information from project notes for internal reports; completes forms.
  • Meets with contractors utilities and/or developers to discuss construction plans and requirements revisions work schedules traffic control safety concerns inspections and to identify potential and/or existing problems.
  • Recommends corrective action; makes final inspections of projects.
  • Measures verifies pay items and calculates quantities for validation of payments.
  • Receives and reviews plans and analyzes breakdown of quantities for payment.
  • Reviews and verifies project plans for compliance with County codes and regulations.
  • Inspects final restoration to ensure compliance with department quality standards.
  • Approves payments for work completed; performs measurements and calculations necessary to determine pay quantities and conformance to plans dimensions; authorizes final payments of contractor work.
  • Answers telephone and assists permits applicants in completion of applications construction requirements and local construction code.
  • Responds to inquiries and complaints from general public contractors engineers etc. in office and over the telephone.
  • Assists general public in completing forms answers questions discuss plans layouts etc.
  • Performs various related activities in other departments (e.g. snow and ice control construction filing etc.).
  • Reviews work of other engineering inspectors when assigned and instructs employees on proper practices and procedures.
  • May provide recommendations on performance evaluations.
  • May recommend discipline as necessary.
  • Meets with township state and city officials to determine project parameters and duration.
  • Resolves problems and/or complaints.
  • Attends meetings and serves on committees as directed.
  • Attends training and seminars as directed.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Demonstrates regular and predictable attendance.
  • Due to the nature of the job when scheduled for on-call assignment the Engineering Inspector must be available to return to work after normal work hours or on weekends and/or holidays when called to do so.
  • Performs other duties as assigned.

  • Use of hand tools.
  • Use of modern office equipment.

  • Prepare accurate documentation.
  • Copy records precisely without error; copy material accurately and recognize grammatical and spelling errors.

  • Handle sensitive inquiries from and contacts with officials and general public.
