Job Description

Introduction

Delawares Attorney General the States chief law enforcement officer has a broad responsibility to combat crime uphold civil rights safeguard families fight fraud and protect consumers in the First State.

In meeting this mission Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal Civil Family Fraud and Consumer Protection and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.

Deputy Attorneys General with critical support from criminal special investigators victim service specialists paraprofessionals and administrative staff prosecute criminal cases enforce consumer laws provide counsel to state agencies ensure the publics access to open government protect the abused and much more.

Summary Statement

There is an immediateneed for a Special Investigator in the Criminal Division New Castle CountyOffice located in Wilmington Delaware. This Special Investigator will workdirectly with Deputy Attorneys General in pre-arrest investigations post-arrestinvestigations and prosecutions arising from various communities within NewCastle County. These Special Investigators will be supervised by a ChiefSpecial Investigator and the New Castle County Chief Prosecutor. The specialinvestigator will interview witnesses obtain evidence attend courtproceedings testify when appropriate and provide overall vertical prosecutionassistance to the Deputy Attorneys General on specific cases. This SpecialInvestigators will prepare and submit timely reports of interviews andinvestigations. These Special Investigators will maintain professional liaisonsand strong lines of communications and coordination with relevant lawenforcement agencies. This Special Investigator will maintain an effectivelevel of communication and coordination with all other Special Investigators inthe division.

Essential Functions

  • Conducts investigations which includes conducting interviews to obtain confidential information gathering evidence and documenting findings.
  • Interviews witnesses obtains evidence attends court proceedings and testifies when appropriate and provide overall vertical assistance to Deputy Attorney Generals on specific prosecutions.
  • Verifies claims of alleged or probable violations.
  • Examines various records and documents in order to ascertain relevant information.
  • Identifies gathers collects evaluates and preserves evidence.
  • Makes judgments after evaluating all available facts and recommends appropriate action.
  • Interprets and applies applicable laws rules regulations standards policies and procedures.
  • Prepares comprehensive and timely investigative reports; documenting interviews and other investigative efforts.
  • Testifies in criminal or civil courts before a Grand Jury or during an administrative hearing.
  • May conduct surveillance and undercover investigations.
  • Prepares criminal or civil cases for prosecution.
  • Ability to work independently or in a team to investigate and prosecute complex cases.
  • Maintains professional liaisons and strong lines of communications with other law enforcement partners.

Job Requirements

  1. Minimum five years law enforcement experience.
  2. Ability to investigate complex and difficult cases both independently and as part of a team.
  3. Ability to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints.
  4. Strong written and verbal communication skills.
  5. Current or recent Police Officers Standards Training (POST) certification.
  6. Familiarity with Microsoft Office (Word Excel PowerPoint) DELJIS NCIC and LEISS.
  7. Possession of a valid drivers license.
  8. Ability to qualify to carry a DOJ-issued firearm.
  9. Willingness to travel and attend various training opportunities as needed.

This position is covered by a collective bargaining agreement based on its individual terms.
