The Eugene Water & Electric Board (EWEB) is currently seeking an Environmental and Property Supervisor to provide direction leadership and vision to a highly productive and capable team responsible for supporting critical utility programs by navigating complex regulatory and legal processes. The team provides high-level professional services to internal customers and the community that EWEB serves.
The team has two sections with a total of eight employees. The Environmental group is responsible for maintaining EWEBs compliance with local state and federal environmental regulations and supporting the FERC license requirements for our hydro generation projects. The Property group secures and protects property rights necessary for utility operations through easements buying and selling properties and land use concurrences. They are also responsible for managing leases entry permits nuisances encroachments and maintenance management for EWEB properties.
The Environmental and Property Supervisor will also contribute to the Support Services leadership team ensuring that we meet our goals to provide outstanding service within the organization.

Examples of duties
Manages directs plans and organizes all activities related to Environmental programs Right of Way and FERC Licensing.
Supervises section personnel who manage our environment right-of-way agreements easements leases and licensing as well as environmental management strategies.
Plans and directs both the Environmental and Property Management programs for EWEB.
Develops and implements guidelines and policies governing the acquisition of property rights including fee title and easements disposing of surplus properties no longer needed by the utility and the management maintenance and public use of properties under EWEB ownership.
Works with legal counsel to negotiate and execute complex Purchase and Sale Agreements for the sale and acquisition of EWEBs real properties. Drafts and executes lease and license agreements for the use of EWEB properties for billboards communication towers parking and other commercial purposes.
Ensures that permits programs and measures are in place to achieve compliance with a broad range of Municipal County State and Federal environmental and land-use regulatory requirements.
Oversees periodic audits of EWEB facilities and organizational programs to ensure compliance with applicable environmental regulations.
Keeps abreast of contemporary environmental and property management issues including new regulatory requirements or court decisions that have the potential to impact EWEB.
Develops and maintains relationships with internal stakeholders and external partners including those from the City of Eugene the Department of Environmental Quality and other regulatory entities.
Supervises multiple Right of Way Agents/Associates and Environmental Specialists to ensure that the departmental objectives and priorities align with EWEBs policies and strategic plan.
Salary
Thestartingannual salary for this position is$112756.44 to $150341.92 annually commensuratewith knowledge skills education andexperience as it relates to the position.
Minimum qualifications
Experience: Eight years of progressively responsible work experience in a directly related functional field which includes four years of direct supervision in a multi-functional work environment OR an equivalent combination of professional senior lead or project management experience may satisfy the supervisor requirement.
Education: Bachelors degree from an accredited college or university in a directly related field or an equivalent combination of education plus additional job-related experience may be qualifying.
Equivalency: EWEB will consider an equivalent combination of relevant education and experience when reviewing applications. Candidates who do not meet all of the minimum qualifications but whose application materials demonstrate the necessary knowledge skills and abilities to be successful in the position are encouraged to apply.

Telecommuting:
This position is based inEugene Oregon and has been approved as a hybrid work arrangement involving a combination of telecommuting and working on-site. The selected candidate must live in the state of Oregon.
