Director of Special Education
POSITION SUMMARY:
A Director of Special Education oversees and manages the districts special education programs. This includes developing and implementing policies ensuring compliance with regulations supervising staff and managing budgets. They play a key role in creating a supportive and effective learning environment for students with disabilities. This is a role for an individual who is equally an effective manager strategic thought leader collaborator listener and implementer. The right candidate understands the art of utilizing staff efficiently and effectively to meet the needs of students and ensure equitable distribution of caseloads. The Director is a problem-solver who approaches the work with design thinking and is energized by the opportunity to reimagine the districts approach to serving all students and their families. Strong interpersonal and communication skills are essential components of this position.
WORKING TIME:
The Director of Special Education will be required to work 226 days exclusive of holidays. The length of the work day will be 7:00 a.m. to 3:30p.m. The successful candidate will receive a one-year contract.
SALARY:
The base salary for this position will be in accordance with the Collective Bargaining Agreement with the Everett Teachers Association Unit B.
REQUIRED QUALIFICATIONS:
- A Masters degree from an accredited institution with a broad background in special education preK-12 education alternative education assistive technology and related therapeutic services.
- Five or more years of successful teaching and/or administrative experience.
- Demonstrated leadership experience as a special education administrator at the school or district level.
- Certification from the Massachusetts Department of Elementary and Secondary Education as a Special Education Administrator.
- Must possess the Sheltered English Immersion (SEI) Administrators Endorsement

ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Plan develop and evaluate all special education programs to meet the diverse needs of students with disabilities.
- Oversees special education services for all students ranging in age from 3-22 including as it relates to medically fragile students and the Medicaid program.
- Responsible for students receiving special education services in alternative settings that include other schools and agencies.
- Assists with the Early Childhood Program and activities that include community outreach and oversight of the Child Find process.
- Ensure that the districts special education programs comply with state and federal laws regulations and guidelines including the Individualized Education Programs (IEPs).
- Collaborates with general education teachers special education teachers related service providers and consulting staff to develop collaborative and inclusive programs that serve all children.
- Provides senior leadership with regular updates on the changing variables in the budget.
- Prepares the fiscal budget and evaluative reports as well as recommendations in the area of special education.
- Prepares and monitors state and federal grants.
- Oversees the management of Circuit Breaker and any associated audits.
- Oversees the coordination of Special Education Transportation.
- Monitors the development and implementation of Individual Education Programs.
- Communicate effectively with staff principals senior leadership families agencies facilities districts and the state.
- Oversee and evaluate the performance of special education teachers paraprofessionals and other staff.
- Supervise evaluate and lead a team of central office certified and classified staff to support effective implementation of special education programming.
- Recruits screens and recommends staff members for the various positions within the Special Education Department.
- Analyze student data and progress for students with disabilities to inform decision-making and program evaluation.
- Identify and resolve issues related to special education programs.
- Evaluate the effectiveness of special education programs and make necessary adjustments.

- Support and engage with the Special Education Parent Advisory Committee (SEPAC).
- Supervise the planning implementation and evaluation of Extended School Year (ESY) each summer.
- Allocate and assign equitable FTE distribution for special education programs in all district schools.
- Oversee reporting and compliance including preparation and submission of all reports and data for federal state and district monitoring of special education.
- Analyze budgets revenue expenditures adjustments and grants in collaboration with Business Services staff.
- Supervise out-of-district placements and approve contracts for both in-district and out-of-district placements. Supervise the calculation and submission of the annual high-cost report.
- Manage conflict resolution including consultation facilitation and mediation within the district.
- Coordinate relevant professional development for licensed and classified special education staff.
- Supervise all activities related to Medicaid claiming and reimbursement including annual training budgeting and billing.
- Participates in appropriate meetings with member collaboratives.
- Coordinates all activities related to DESE oversight including Tiered Focused Monitoring SSP Indicators and Problem Resolution Services (PRS).
- Capable of making professional judgments requiring technical knowledge and skills.
- Ability to communicate effectively orally and in writing.
- Ability to work independently and meet deadlines with little supervision.
- Coordinates District homebound instruction including the provision of direction and supervision for the Districts special education itinerant staff in cooperation with building principals.
- Maintains active membership in professional associations to stay current and provide excellence in instructional and managerial leadership.
- Perform such other duties and assume all other responsibilities that the Superintendent or Assistant Superintendents may assign.
