Job Description
There are different types of Architects. We are looking for someone on the development side not the operations / Infrastructure / networking side.
Local DMV area candidates pref (Washington DC Maryland and Virginia)

The position will act as the Technical Lead for an established development team that is currently adding additional staffing in support of the project. The Technical Lead will provide oversight direction and guidance/consultation to the project development team throughout the entire project lifecycle through final acceptance of all deliverables. Will work with the project manager to ensure all aspects of project management disciplines and ensure compliance with agency specific and Commonwealth project management and project governance policies procedures standards and guidelines. Review and validate project deliverables to ensure information accuracy thoroughness completeness and compliance. Ensures the project has a valid project plan that maintains scope tasks schedules estimates and status and that information is accurately disseminated to IT management. Directs corrective actions in any area in which performance falls below objectives. Monitor the progress of the project and provide quick and accurate responses to Agency leadership as to status issues and risks of the project. Serve as liaison between Agency leadership and VITA in cooperation with the project manager. Assist in the preparation of reports and materials for regularly scheduled project reviews with Agency leadership VITA and the project oversight committee.

Project Summary
The project involves enhancing the OPSC Online system to comply with the requirements of Proposition 2 (AB247). This includes developing new programs and modifying existing features such as school facility program grants energy efficiency grants and disaster housing funding. The work will improve system performance efficiency and user experience and will require the augmentation of staff with expertise in project management technical leadership business solutions analysis and usability testing.
Minimum Qualifications:
- Bachelors Degree
- Minimum three (3) years FTE experience in a mix of text images data sound animation and other effects to create interactive communication products as part of a product development team ADA OWAS compliance and guidelines.
- Minimum three (3) years FTE experience as a Test Lead developing software test plans writing test cases and performing system testing testing API using tools such SoapUI working with QA analysts and software developers to find solutions.
- Minimum three (3) years FTE experience providing end user software training and creating associated training material.
- Minimum three (3) years of experience using Agile/Scrum Methodologies.
- Minimum Five (5) years FTE experience in designing developing and implementing Test Automation framework using technologies such as Playwright C# Nunit.
- Lead the QA process conducting user acceptance testing (UAT) with a focus on system functionality and user experience.
- Create test documentation including plans cases and automation frameworks using tools like Playwright and Nunit.
- Support defect tracking and resolution ensuring the software meets business and technical requirements.
- Provide end-user training and create training materials.
- Manage testing activities ensuring all high-priority bugs are resolved before Go-Live.
- Serve as an escalation point for testing-related issues and maintain testing standards.
