Job Description

We have an opening for a Deputy Associate Director (DAD) for the Environment Safety & Health Directorate (ES&H). You will drive technical solutions (for a team of 500 at various levels including leaders) using innovative approaches to enable LLNL mission with the highest regard for safety and serve as a key member of the ES&H senior leadership team providing oversight while driving strategic collaborations for risk management performance metrics and process improvements. Additionally you will also work with the ES&H Human Resources Business Partner (HRBP) to develop metrics and strategies in workforce development retention and succession.  Decisions and initiatives led by the DAD will have medium- to long-term impact on the Laboratorys regulatory compliance critical operations and national ES&H programmatic outcomes.

The ES&H Directorate manages a broad set of ES&H programs including Occupational Medicine Industrial Hygiene & Safety Environmental Management Radiation Protection Biosafety Safety Engineering Explosives Safety Laser Safety Packaging & Transportation Safety Nuclear Safety and Human & Organizational Performance and Work Planning & Control.

This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Set and execute strategic direction with emphasis on mission enablement risk-informed decision-making metrics-driven and continuous improvement ensuring high quality and operational excellence ensuring medium- to long-term impact across the Laboratory and influencing national ES&H strategies and compliance frameworks.
  • Represent the Laboratory and ES&H in engagements with national sponsors federal and state regulators and external stakeholders influencing national policy and compliance standards.
  • Together with the HRBP lead the development and implementation of workforce development metrics and succession management.
  • Work closely with other stakeholders across LLNL to develop institutional solutions and proactively address inter-directorate concerns and issues.
  • Serve as a member of the ES&H Senior Leadership Team providing critical direction expertise advice and perspective on a broad range of directorate topics and initiatives.
  • Represent ES&H in all aspects of policy planning and management of the directorate when necessary interfacing with the O&B PAD Directors Office Livermore Field Office ES&H Senior Leadership Team and ES&H employees. 
  • Foster efficient and engaged teamwork with a high focus on enabling LLNLs mission through superior performance excellent customer service timely and transparent communication mutual support talent development in a compliance and safety and security culture.
  • Model and promote LLNLs values by aspiring to intellectual leadership working with the utmost integrity demonstrating commitment to the Laboratorys mission utilizing leading edge technologies and solutions and bringing together multi-disciplinary teams.
  • Perform other duties as assigned.

Additional job responsibilities at the TSM.3 level 

  • Develop and implement risk-informed mission-enabling ES&H programs utilizing expert knowledge and application of ES&H laws regulations and standards.
  • Utilize knowledge of DOE/NNSA critical missions for effective deployment of operations-related management systems.
  • Brief senior leadership on topics including strategic vision change management and risk-informed decisions.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelors degree in Industrial Hygiene Safety Engineering or another ES&H field or an equivalent level of technical working knowledge and experience in a variety of the ES&H programs listed above.
  • Extensive and advanced skills in change management project management risk management strategic performance metrics and continuous improvement.
  • Prior skills and success in workforce development initiatives including workforce development retention and succession planning.
  • Experience integrating and implementing the tenants of Integrated Safety Management into programs or departments.
  • Extensive experience in contemporary leadership and managerial skills to explain present direct negotiate motivate and collaborate with administrative and technical disciplines and all levels of management and staff internal and external to the Laboratory.
  • Extensive experience directing Technical Staff Leaders and Technical Managers to champion lead and achieve organization goals and objectives.
  • Strong leadership characteristics including personal integrity and accountability fiduciary responsibility trustworthiness in relationships dedication to fostering a positive safety culture strategic viewpoints commitment to quality and excellence in programs and operations.
  • Exceptional interpersonal skills with the ability to interact effectively with individuals representing a broad range of skills and experiences ability to build coalitions to move the ES&H Directorate and the safety culture of the Laboratory forward and to lead constructive discussions with differing opinions to conclusion.
  • Expert written and verbal communications skills with demonstrated capabilities in delivering presentations and reports to explain present direct negotiate influence and coordinate technical and programmatic activities.

Additional qualifications at the TSM.3 level 

  • Extensive senior level leadership of a large multi-discipline ES&H organization in a national laboratory or high-hazard industry experience developing and implementing risk-informed ES&H programs and demonstrated expert knowledge and application of ES&H laws regulations and standards.
  • Extensive experience in DOE/NNSA programs knowledge of critical missions and success enabling those missions through effective deployment of operations-related management systems.
  • Extensive experience successfully briefing senior leadership on topics including strategic vision change management and risk-informed decisions.
