The New York City Department of Citywide Administrative Services (DCAS) is seeking to hire a Policy and Program Outreach Coordinator with the Citywide Equity and Inclusion (CEI) Line of Service.

Citywide Equity and Inclusion (CEI) fosters the City of New Yorks global leadership in equitable diverse and inclusive employment practices and sets the standards for City agencies to implement the Citys Equal Employment Opportunity Policy (EEO Policy) procedures laws and City mandates designed to prevent workplace discrimination and harassment under the Citys legally protected categories. This promotes inclusivity engagement and retention for the entire 350000 City workforce. CEI designs and implements initiatives that align with and operationalize legal mandates and legislation; ensures the City is compliant with reporting mandates; develops and updates the Citys EEO and diversity equity and inclusion trainings portfolio that promote awareness of rights responsibilities and resources for the city workforce; organizes mandatory EEO best practices meetings and other educational programs and professional development for EEO professionals; conducts third-party EEO investigations when the agency head or EEO officer is a party in the matter; promotes compliance with training programs and reporting; guides agencies in effective use of workforce metrics that inform agencies equitable recruitment and retention efforts; designs and maintains compliance tools and reference resources; provides guidance to agencies on emerging issues related to fair and effective employment practices; guides agencies on preparation of their annual EEO plans required by the New York City Charter Chapter 35 Section 814.1.

The Policy and Program Outreach Coordinator will assist with expanding CEIs community outreach capabilities and our ability to fully engage with City agencies to assist with their need to recruit diverse qualified candidates. Using workforce data and annual Diversity and Equal Employment Opportunity Plans submitted by City agencies this person will develop outreach strategies targeting populations that are underrepresented and underutilized in City government and serve as a resource for City agencies and external community partners. Additionally this person will perform policy analysis assignments that fall under the purview of CEI and mandated by related Local Laws Executive Orders and policies including but not limited to drafting reports conducting data analysis and tracking training compliance.

Under the direction of the Director of Policy and Program Development Citywide Equity and Inclusion the Policy and Program Outreach will:
-Research plan develop and develop and evaluate strategic outreach programs and initiatives targeting groups that are underrepresented and underutilized in City government;
-Assist the Office in establishing baseline and benchmark metrics to better track monitor and report on diversity equity and inclusion initiatives;
-Analyze quarterly demographic reports to track agencies implementation of Diversity Equity and Inclusion (DEI) and Equal Employment Opportunity (EEO) initiatives and strategies and provide guidance to agencies as needed;
-Collaborate with DCAS Human Capital in developing and implementing strategic outreach plans and best practices by reviewing Citywide workforce demographic reports yearly exam schedules and internal outreach progress;
-Train and advise City agencies on diverse and inclusive recruitment best practices.
-Develop and maintain professional relationships with City agency partners and State and Federal agencies;
-Conduct policy analysis which includes examining efficacy of existing policies and programs to coordinate and adapt strategic planning activities to emerging priorities;
-Review new legislation to operationalize requirements and support the rollout implementation and management of requirements set forth in the legal mandates;
-Assist the Office with statistical research and reporting functions by collecting and maintaining accurate data used for defining key metrics and preparing high-level reports;
-Review and analyze agencies quarterly and annual Diversity & Equal Employment Opportunity plans to identify workforce diversity strategies and initiatives identify trends among agencies and develop an action plan for partnering with agencies to support the implementation of their goals to increase diversity within their workforce.
-Draft reports mandated by related local laws executive orders and policies that examine City agencies compliance with such laws;
-Monitor and track training compliance of City Agencies;
-Conduct data collection aggregation and analysis to draw inferences and promote compliance with DEI laws across City government.
-Design and implement surveys and review results to evaluate the effectiveness of initiatives;
-Create and maintain multiple databases; and
-Perform additional duties as assigned by the Director.

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
