Job Description

Department: Leisure Services

Division: Community Center

Salary: $41922-$50339


General Purpose:

Performs a variety of general administrative and first-line supervisory duties as needed to coordinate the establishment organization scheduling and operation of the Washington City Community Center Preschool

Supervision Received:

Works under the direct supervision of the Programs Manager and general supervision of the Community Center Director.

Supervision Exercised:

Provides direct to general supervision to Washington City Community Center personnel required to conduct specific programs and preschool classes.

Essential Functions:

Supervises day-to-day operations of preschool. Advises and guides teachers and parents concerning potential behavior/safety issues. Act as liaison between the Community Center preschool staff and the preschool families. Creates and updates policy statements and ensures both staff and parents understand and comply. Informs and involves parents in classroom activities and lessons. Communicates school policies and philosophy to parents and teachers.

Actively promotes school programs. Monitors monthly tuition payments student records and payroll and maintains staff records. Organizes and distributes lesson plans. Oversees enrollment process. Develops and oversees the implementation of the curriculum.

Assists with recruiting hiring and training part-time/seasonal personnel contractors and volunteers as needed in conjunction with programs and classes. Monitors performance and makes recommendations affecting personnel status such as retention advancement and discipline.

Responsible for website maintenance for all programs classes and camps. Posting of fliers schedules rules and other pertinent information to the Washington City website.

Serves as a liaison to the community for the program manager. Prepares and delivers reports as needed to advise the program manager of projections and results. Makes recommendations concerning preschool events and classes offered and times available. Reviews complaints problems and concerns expressed by the public and makes recommendations accordingly. Provides monthly participation reports. Tracks and updates all subcontractor contracts analyzes circumstances and issues and develops alternative solutions. Initiates action to create change as needed.

Responsible for all equipment associated with the various programs and classes. Maintains inventory and orders replacement and new equipment as needed. Assures a safe and clean environment through periodic safety checks.

Gives recommendations for the division budget and makes revenue projections. Monitors ongoing expenditures to ensure compliance with fiscal goals and advises in the establishment of program and class fees. Assists in the preparation of a yearly calendar of Community Center activities.

Assists with the organization conduct and supervision of recreation leagues/camps as needed.

Performs other related duties as required.

Minimum Qualifications:

1. Education and Experience:

(a) is at least 21 years old;

(b) is considered eligible by an OBP background check before becoming involved with child care and knows and follows any applicable law and this rule.

Has at least one of the following educational credentials:

(a) a currently valid national certification including:

(i) a Certified Childcare Professional issued by the National Child Care Association;

(ii) a Child Development Associate issued by the Council for Early Childhood Professional Recognition;

(iii) a National Administrator Credential; or

(iv) another equivalent credential as approved by OL;

(b) any bachelors or higher degree in education with at least 60 hours of coursework in child development social and emotional development and the child care environment or 60 hours of equivalent training as approved by OL;

(c) at least an associate degree in early childhood development or a related field;

(d) at least 12 college credit hours of child development courses; or

(e) at least five years of early childhood education teaching experience


2. Knowledge Skills and Abilities:

Establish and maintain effective working relationships with employees volunteers and the public. Direct motivate develop and evaluate subordinates. Communicate effectively verbally and in writing.


3. Special Qualifications:

(a)Completes at least ten hours of child care training each year based on the facilitys license date or at least 45 minutes of child care training each month they work if hired partway through the facilitys licensing year;

(b) completes the new director training offered by OL within 60 working days of assuming director duties;

(c) if hired after January 1 2023 has completed the 2-1/2 hour preservice training offered by OL;

(d)Must possess a valid drivers license.

(e)Must be certified in CPR First Aid and Defensive Driving Training within six months of hire date.


4. Considerable knowledge of methods techniques and philosophies of developing and operating a broad spectrum of programs and classes for all age groups in the community liability issues and injury prevention community and public relations budgeting processes and general accounting working knowledge of personal computers and various software applications including spreadsheets word processing etc.

5. Work Environment: The incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities not generally involving muscular strain related to walking standing stooping sitting reaching lifting and carrying up to 50 pounds etc. Communicating i.e. talking hearing and seeing is essential to job effectiveness. Common eye hand and finger dexterity exist. Mental application utilizes memory for details verbal instructions emotional stability discriminating thinking and creative problem-solving. Periodic travel is required in the normal course of job performance.
