Position Summary:

The Finance Manager consistently operates within NCW Libraries standards policy directives and all applicable laws. Actively supports the librarys mission of Connecting the people of North Central Washington to vital resources and opportunities that foster individual growth and strengthen communities. This key role ensures the financial integrity and sustainability of the library system by managing comprehensive financial operations and providing strategic direction for fiscal planning and management.

The Finance Manager serves as a critical resource to the leadership team by providing accurate financial data analysis and insights that inform decision-making and align with organizational goals. This position oversees the accounting purchasing and financial reporting functions supervising Accounting Technicians responsible for accounts payable receivable procurement and cash management. It is accountable for creating and assisting in the preparation of detailed financial reports and analyses ensuring compliance with internal controls and external regulations and supporting budget development and monitoring.

Additionally the Finance Manager collaborates with the Director of Finance to prepare and analyze financial reports lead audit processes manage contracts and implement financial policies to align with organizational goals. This role drives department initiatives coordinates financial activities across departments and develops processes that promote efficiency transparency and accountability.

As a key contributor to budget preparation and management the Finance Manager works closely with departments to align financial resources with the librarys mission. This position is also responsible for the implementation management and oversight of accounting software systems ensuring they support accurate financial reporting operational efficiency and the evolving needs of the organization.

Essential Duties and Responsibilities:

The list below is intended to describe the general content of and major responsibilities for performance of the position and is not intended to be an exhaustive statement of job duties or requirements.

  • The Finance Manager is responsible for overseeing the Library Districts comprehensive financial operations working closely with the Director of Finance and the Finance Departments direct reports. This includes managing the budgeting process ensuring accurate financial reporting enforcing compliance with internal policies and external regulations and maintaining the integrity of the accounting system. The Finance Manager provides expert guidance on complex financial matters identifies and implements process improvements and ensures that all financial transactions are aligned with organizational goals. Additionally the Finance Manager reviews and approves key financial documents such as invoices journal entries and financial reports and ensures the accounting system supports accurate financial data for leadership decision-making.
  • Accounts Payable Review and Processing: Serves as the first reviewer for accounts payable verifying amounts accurate budget coding and proper documentation. Approves and processes accounts payable and payroll through to final posting and upload steps with the County and Bank before forwarding for final approval.
  • Bank Reconciliations: Performs monthly reconciliations between the County Treasurers reports bank accounts and the Libraries general ledger to support routine month-end closings.
  • Financial Reporting: Develops and produces specialized financial reports requiring advanced levels of detail analysis and complexity.
  • Departmental Learning and Support: Partners with the Director of Finance to gain a comprehensive understanding of Finance Department functions including budgeting state and federal filings and levy calculations.
  • Regulatory Compliance: Ensures compliance with accounting standards legal regulations and reporting requirements.
  • Budget Development and Oversight: Develops monitors and oversees the library districts budget ensuring revenue and expenditures are managed transparently and responsibly.
  • Fiscal Strategy and Guidance: Provides strategic fiscal guidance and partners with leadership for effective financial planning and decision-making.
  • Audit Management: Ensures compliance with city state and federal legal requirements and oversees state audits.
  • Accounting Practices: Stays current on accounting regulations and best practices to maintain the organizations financial integrity.
  • Internal Controls: Implements and monitors robust internal accounting controls to safeguard financial operations.
  • Tax and Reporting Compliance: Oversees quarterly and annual reports including federal tax filings employment security state tax filings and compliance with 1099 and Social Security reporting requirements.
  • Backup Support: Performs the duties of Payroll and Accounting Technicians during absences or high workload periods.
  • Grant Oversight: Manages and monitors grant activities ensuring compliance and proper reporting.
  • Team Leadership: Leads and directs the Finance Office including staff management cross-training task delegation and performance evaluations. Oversees processes such as asset disposal and workflow scheduling.
  • Staff Supervision: Reviews and approves accounting staff work including journal entries cash receipt entries manual batches and accounting system updates.
  • Training and Development: Provides training development and motivation for accounting staff while ensuring adequate cross-training and succession planning. Evaluates team performance offers constructive feedback and supports professional growth.
  • Board Participation Participates in board and committee meetings presenting financial information and addressing inquiries as needed.
  • Organizational Relationships: Cultivates positive and collaborative relationships with executive leadership managers direct reports and staff at all organizational levels.
  • Accounting System Oversight: Oversees the effective implementation maintenance and integration of the accounting software ensuring it supports the librarys financial operations provides accurate financial data and aligns with regulatory standards.
  • Assistance with Annual Reports: Assists in the preparation of the annual report by providing necessary financial data and insights.
  • Meetings with Officials and Other Stakeholders: Attends meetings with officials for both information gathering and to provide essential financial data and insights to support decision-making processes.
  • Conference Attendance: Represents the Finance Department at conferences to stay current with industry trends share knowledge and network with peers.
  • Performs other work duties as assigned.


Education & Experience:

  • Bachelors degree (BS) in Accounting Finance or a related field of study.
  • A minimum of five years in accounting budgeting and procurement including at least one year in a senior lead and/or supervisory role.
  • A minimum of three years of experience in finance within a government entity or municipal corporation in Washington State.
  • Proficiency and experience in accounting software and Microsoft Excel are required.

Compensation and Benefits:

  • The salary for this position within the 11-step pay grade ranges from $76706.93 - $103087.69 (JG P). New employees typically begin at step 1 unless prior experience and education warrant a higher starting salary. Employees who perform well can anticipate a 3% annual step increase on their work anniversary as outlined in the annual budget.

Work Environment & Physical Demands:

  • Work is performed in a busy service-oriented office with frequent interruptions and under the stress of continual pressure to meet deadlines and handle competing priorities.
  • Normally seated standing or walking at will.
  • Normally physical activity including some bending pushing pulling and lifting and carrying which may range up to 45 lbs. upon occasion.
  • Keyboarding and working at a computer monitor for extended periods required.
  • Phone usage reading speaking and listening.
  • The typical work schedule is Monday through Friday 8:00 AM to 5:00 PM with the expectation of flexibility to adjust for occasional evening or weekend events.
  • Occasional travel within our service area.
  • Some early morning evening and weekend work may be required.
