TheDirector IT Infrastructure & Security Officer is a key member of the IT leadership team and reports to the Chief Information Officer. The director will provide leadership and guidance in critical areas of technology evolution including designing implementing and maintaining our IT infrastructure ensuring its reliability scalability and security. The director will lead the day-to-day activities of the IT Infrastructure Team including IT security service desk and end-user computing. This individual will apply proven team building and communication skills problem-solving skills knowledge of IT best practices technical expertise and technical project leadership to guide his/her team in finding ways to improve our operations and drive business value for the City of Oxnard.

As aDirector IT Infrastructure & Security Officer you may be eligible for the following benefits per the OMMA MOU:

  • MEDICAL AND DENTAL CAFETERIA: For employees hired on or after January 1 2023 the City will contribute $1956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $66.79 per month towards dental insurance.
  • DEFERRED COMPENSATION: The City contributes 1% to a deferred compensation program.
  • LIFE INSURANCE: City employees receive Basic Life Coverage ($5000) AD&D ($10000) 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.
  • TUITION REIMBURSEMENT: Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
  • VACATION/ANNUAL LEAVE: Leave accrual rates vary between 6.24 11.78 hours per pay period based on years of service.
  • ADMINISTRATIVE LEAVE: Management employees are not compensated for overtime worked. However the department director may authorize up to 40 hours of administrative leave in one year.
  • HOLIDAYS: The City observes 12 holidays per year

OMMA MOU

Payroll Title/Classification: Deputy Chief Information Officer

SUPERVISION RECEIVED/EXERCISED:
Receives general supervision from the Chief Information Officer. Exercises supervision over City staff and contract staff in the assigned function area.

WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-6:00 pm with every other Friday off.
This position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Please note:
The Information Technology Department supports public safety personnel including the Police Department. Therefore as part of the selection process applicants will be required to successfully complete a thorough background investigation which includes a polygraph exam.

Essential Functions

Typical duties may include but are not limited to the following:


Core Duties:

  • Under general direction leads the development and implementation of a comprehensive IT infrastructure and security strategy.
  • Directs and manages the IT infrastructure information security service desk and end-user computing staff providing guidance coaching and leadership to ensure optimal performance and productivity.
  • Oversees the design deployment and maintenance of network infrastructure servers desktops storage systems networks communications equipment and other critical IT components. This includes radio-based public safety communications equipment for city police and fire departments.
  • Develops and implements a robust information security strategy and operation aligned with the citys goals and objectives.
  • Ensures the availability performance and security of all IT infrastructure systems proactively identifying and resolving any issues or vulnerabilities.
  • Develops and maintains policies procedures and documentation for IT infrastructure information security service desk operations and end-user computing ensuring compliance with regulatory requirements and best practices.
  • Coordinates and leads change management activities related to information security IT service desk and end-user computing services including system upgrades process improvements and service transitions.
  • Develops implements and supports the Citys broadband infrastructure strategy.
  • Oversees the design implementation and maintenance of security controls including firewalls intrusion detection systems data loss prevention systems and encryption mechanisms.
  • Develops and implements the Citys disaster recovery plan to ensure critical systems and data are protected and can be restored in the event of a disaster or major component failure.
  • Monitors and reports on the organizations security posture providing regular updates to executive management.
  • Collaborates with cross-functional teams to assess technology needs evaluate proposed solutions and provide recommendations to improve operational efficiency.
  • Reviews proposed solutions to ensure requirements are consistent with security and architectural standards.
  • Monitors emerging technologies and industry trends making recommendations for enhancements and advancements to support the citys mission.
  • Improves productivity by highlighting deficiencies and recommending changes in tools training processes reporting and employee engagement.
  • Maintains quality service by establishing and enforcing organization standards.
  • Resolves issues ensuring a proactive fast path to resolution. (This work effort may extend beyond the course of the standard work schedule).
  • Delivers and exceeds IT Team performance target ensuring internal service level commitments are met.
  • Develops and manages their departments budget tracking expenses and ensuring cost-effectiveness.
  • Collaborates with internal stakeholders such as IT teams and executive management to ensure that a broad perspective of requirements are considered in the design and implementation of new systems or processes.
  • Manages vendor relationships negotiates contracts and oversees service level agreements to ensure the delivery of high-quality services.
  • Fosters a collaborative and high-performing team culture where perspectives are valued new ideas are encouraged and continuous improvement is expected.

Minimum Qualifications

The following are theminimumqualifications necessary for entry into the classification:

Education:

Experience:
  • Possession of the equivalent of eight (8) years of considerable progressively responsible professional experience in IT infrastructure including: data storage servers desktops networks virtualization cloud technologies and security including 2 years of supervisory experience.
  • Strong knowledge of information security principles and best practices including risk assessment security controls incident response and regulatory compliance.
  • Familiarity with relevant industry standards and frameworks such as ISO 27001 NIST and GDPR.

Highly Desirable Experience Qualifications and/or Certifications:
  • Professional IT operations certification in ITIL and/or other certifications such as CCNA CCNP or MCSE.
  • Professional experience serving in an information security role
  • Professional security certifications such as CISSP CISM or CISA.
  • Experience managing service desk and/or end-user computing operations.
  • Public safety communications systems experience(police/fire).
  • Managing external IT service providers.
  • Managing IT contracts and contract negotiations.
  • Local government or public sector experience.

License Certification and Other Requirements:
  • Possession of or ability to obtain a valid class C California drivers license
  • Must be able to speak and understand English to effectively communicate with fellow employees customers and vendors.

Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
