This position evaluates the Departments Construction and Maintenance Programs and administers the Departments environmental programs to ensure compliance with federal state and local environmental laws and regulations. This position serves as a District Environmental Specialist and primarily travels within a defined region (designated as Wastewater Host District 62) and conducts inspections sampling testing data acquisition and provide corrective actions for the statewide Wastewater and Stormwater Programs. Travel requires the incumbent to possess a valid drivers license.

Position Specific Details:
Appointment type: This position may be filled as probational job appointment detail to special duty or promotion of a current DOTD employee.
Career progression: This position may be filled as an Environmental Impact Specialist 1 2 or 3.
Compensation:
* This position is eligible for a 10% base pay adjustment upon attainment of permanent status.
* This position is eligible for premium pay for hours actually worked as follows:
0 months to less than 2 years $1.00/hour
2 years to less than 4 years $1.50/hour
4 years or greater $2.00/hour
Travel required.This position requires a valid Louisiana drivers license to participate in field investigations and public and agency events.

To evaluate the Departments Construction and Maintenance Programs and administer the Departments environmental programs to ensure compliance with federal state and local environmental laws and regulations. The incumbent may serve as lead worker and exercise project supervision over lower-level Environmental Specialists District personnel or support staff. This position serves as a District Environmental Specialist and primarily travels within a defined region (designated as Wastewater Host District 62) and conducts inspections sampling testing data acquisition and provide corrective actions for the statewide Wastewater and Stormwater Programs. Travel requires the incumbent to possess a valid drivers license.
The incumbent is expected to obtain and maintain required certifications and training in LA DHH Wastewater Treatment and Collection National Stormwater Center Stormwater Inspection and 40-hour Hazwoper certification. The incumbent may obtain training and certifications in other environmental compliance related Environmental Compliance Unit (ECU) programs.
Specific areas of responsibilities and duties:
45% Assists with the implementation of DOTDs statewide wastewater and storm water compliance programs. This is achieved through inspections sampling laboratory testing and interpretation of test data providing corrective actions to ensure proper facility operation and report preparation (DMRs Non-Compliance Reports and inspection reports) for the various permitted and non-permitted facilities in Host District 62. Maintains data/records and generates reports which are sent to the LADEQ USEPA City Parish and Departmental Personnel. Travels primarily within the defined region and occasionally to adjacent districts for the purpose of data collection sampling site inspections interpretation of test data providing corrective actions. Collaborates with other environmental and non-environmental entities (LA DEQ LA DHH City/Parish Governments Consultants/Contractors and Analytical Laboratories).
30% Provides assistance with the development and implementation of the Departments Stormwater Pollution Prevention Plans (SWP3s) as required under the Clean Water Act (CWA). Works closely with numerous district personnel and acts as team leader and provides regulatory guidance in meeting these requirements. Conducts a materials inventory assists with the development and review of Best Management Practices (BMP) assists with the development and implementation schedules and time lines assists with providing awareness and response training relative to materials identified during the assessment phase reviews the implemented BMPs for effectiveness and modifications and ensures routine inspections are carried out as outlined in the SWP3s.
15% Provides support to the Departments Loss Prevention/Safety Program as it relates to assessments identification and handling of hazardous and non-hazardous materials. Collaborates with and assists other Unit staff the DOTD Emergency Service Coordinator or district personnel relative to other environmental programs administered through the Environmental Compliance Unit (Above ground and Underground Storage Tanks Solid and Hazardous Waste Vibration Monitoring Asbestos Inspections etc.). Uses Global Positioning System (GPS) Geographic Information Systems (GIS) and other mapping tools and software in delineating sites and preparing reports as well as various other office computer programs.
5% The incumbent also has responsibility for reviewing and approving the work of environmental consultants and contractors primarily involved in the Wastewater and Stormwater Programs within the host 62 region. In this capacity the incumbent works closely with the consultants and specific Sections within the Department to fulfill requirements under these programs. Represents the Department at meetings and other events to provide program updates and specific data as needed.
5% May be required to perform other duties as necessary including but not limited to emergency/disaster support activities.
