This opportunity is internal and available to current HCA employees only.

About the division:

The Mission of Medicaid Programs Division (MPD) in the Health Care Authority (HCA) is to provide high quality health care through innovative health policies and purchasing strategies which assist in the purchase and delivery of health care services to qualified Washington citizens. MPD works in partnership with the health care community at local state and federal levels to develop and manage high quality evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) clients ability to access appropriate quality health care.

MPDis responsible for the implementation and oversight of the Washington Medicaid managed care program serving nearly 1.8 million Washington residents in all 39 counties. In addition MPD is responsible for the oversight of the states Behavioral Health-Administrative Services Organization and a number of other programs that support Apple Health like Non-Emergency Medical Transportation Medicaid Administrative Claiming and School Based Services.


About the position:

The Administrative Assistant 5 advises in the accountability for outcomes of six sections within the MPD (Business Operations Community Services Transformation Implementation Quality Oversight and Program Alignment Medicaid Contract and Compliance and Strategic Design and Program Oversight.) This position serves as a lead worker for one Administrative Assistant 4 and four Administrative Assistant 3. This position provides guidance and direct consultation regarding complex analysis leadership expertise and oversight of special projects while controlling programmatic operational and policy issues.

In addition this position serves as liaison between Division Director the Deputy Director and other professional level staff to relay issues information and assignments and to manage the day-to-day activities requiring the Division Directors attention or action. This position is a member of the Executive Assistants Leadership Team and is expected to join the ELTA meeting when available and to disseminate meeting materials updated policies and procedures with your divisions admin team to ensure compliance and continuity of process and procedures. In the absence of the Executive Secretary you may provide back-up support to the Agency Director.

This position will be eligible for teleworking once trained; but is required to be present in the office 4 or more days per week.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

  • Function as a member of the MPD Management Team; serves as a liaison to the Governors Office legislators elected officials and other internal and external stakeholders and is responsible for documenting discussion and decision.
  • Triaging inquires and responding to inquiries from Legislative or Governors staff regarding HCS issues. Monitor activities/outcomes to ensure successful closure and resolution.
  • Responsible for ensuring contracts are approved by the Division Director.
  • Full delegated authority to respond on behalf of the Division Director regarding special projects to staff as appropriate.
  • Manages simultaneous projects within established time frame and independently establishing and maintain own work procedures. Responsible for assisting the Division Director with the coordination of strategic and operational initiatives. Assist in setting and meeting strategic division goals and objectives.
  • Create with accuracy written correspondence for Division Directors signatures.
  • Manage coordinate and maintain MPD Division Directors calendars appointments other Assistant Directors and management team leaders as appropriate.
  • Organize events/meetings with outside stakeholders. Manages key administrative activities for MPD including the maintenance of division records and files and analyzes incoming correspondence for distribution.
  • Coordinates high level meetings and events with internal and external stakeholders. Manages visitors incoming calls mail e-mail etc. to ensure issues are directed and or resolved by appropriate areas.
  • Monitors MPD budget keeping the Division Director informed on the status of budget balances.
  • Work with staff at all organizational levels (internal and externally) to implement program objectives and track/monitor project deadlines and outcomes to ensure quality results are obtained with given timeframes.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

  • One year as an Administrative Assistant 4.
OR
  • Two years as an Administrative Assistant 3.
OR
  • An Associates Degree in business administration public administration or closely allied field AND five years of progressively responsible office/clerical secretarial or general administrative work.
OR
  • 7 years of experience in the related fields above.
Additional qualifying experience may substitute for education on a year-for-year basis. Additional education may substitute for up to two years of experience on a year-for- year basis.

Preferred qualifications:

  • A Bachelors degree in business administration public administration or closely allied field AND three years of progressively responsible office/clerical secretarial or general administrative work.
  • Five (5) years of progressively responsible office management experience within public agency.
  • Ability to plan and prioritize coordinate lead and manage the work to meet internal and external deadlines.
  • Ability to successfully communicate with Assistant Director Deputy Director management stakeholders peers clients and the public.
