This position with NCDOT offers fullState Benefits competitive salaries and many career development opportunities.NCDOT Accounting Operations & Budget oversees all essential financial services in compliance with state and federal laws rules regulations and generally accepted accounting principles. Personnel is spread across multiple organizational units to support General Accounting Compliance Reporting State Project Funding Federal Funds Management Budget Accounts Payable Accounts Receivable Payroll & Insurance and DMV Financial Operations. NCDOT is seeking a Deputy Director of Financial Services to direct several organizational units within Accounting Operations & Budget serve as a leader within the Division assist in solving complex problems and contribute to strategic decisions.
In this position you would:
- Decide on complex accounting and/or budget questions or issues in alignment with applicable standards
- Coordinate and/or compile financial information for external parties
- Lead integration stabilization and on-going operational needs for SAP ERP functional requirements
- Support on-going GL refinement and assist field operations with leveraging productivity from SAP ERP
- Provide development integration and on-going support for other agencies related to systems like SAP IBIS NCFS BEACON
- Develop repeatable standardized processes for key financial activities
- Oversee several organizational units and supervise a team of experienced managerial staff
While some regular remote work is allowed and encouraged you will also be working on-site at NCDOTs headquarters. NCDOTs headquarters known as the Transportation Building is located at 1 South Wilmington Street near the State Capitol building in downtown Raleigh.
In this position you would report directly to the NCDOT Controller/Director of Financial Services and interact frequently with the NCDOT CFO the NC Turnpike Authority executive staff other NCDOT leaders and key staff members of the NC Office of State Budget and Management the Office of the State Controller the Office of the State Auditor and the Department of State Treasurer.
Knowledge Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
- Knowledge of accounting and financial reporting within a state or local government environment
- Knowledge of accounting standards established by GASB and FASB
- Knowledge of NC OSBM policies and procedures to prepare and administer a budget under the State Budget Act
- Experience working with complex ERP accountings systems such as SAP or Oracle
- Experience managing professional-level teams and projects
- Experience ensuring compliance with state and federal financial laws and regulations
Minimum Education and Experience Requirements

Bachelors degree in accounting or a degree in business administration finance public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and seven years of professional accounting experience in the preparation and review of interpretive or analytical accounting financial statements and reports; of which at least three are supervisory/managerial; or equivalent combination of education and experience.
Some positions may require certification as a Public Accountant.
