Highway Rail Safety Engineer
Section 24 - Railroad Safety & Construction
About this Position:
This position functions as the Highway/Rail Construction Engineer responsible for all aspects of the day to day project management of projects in the Railroad Grade Separation Program as well as reviewing and delivering railroad construction and highway/rail safety projects that involve roadway construction. The incumbent is responsible for ensuring on-time on budget delivery of assigned projects within the approved scope. Provides frequent coordination/consultation with Railroad Companies Personnel Entities Federal State and Local Officials and DOTD personnel on projects. This position also manages consultant service contracts and oversees/consults on large construction contracts.
While in official capacity DOTD employees must comply with all applicable Louisiana and Civil Service laws rules and regulations as well as DOTD policies procedures manuals and directives.
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A masters degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineers license (e.g. as an engineer intern applicant engineer intern or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Railroad Agreements (40%)
Responsible for coordination of highway/railroad agreements permits right-of-entry etc. due to construction of highway bridges airports and various other projects. Determines the appropriate level of railroad involvement and necessary agreement or permit for construction projects and manages delivery of such in compliance with project schedules. Advises municipalities in the process of coordinating and delivering railroad agreements/permits.
Project Development (40%)
Performs plan development duties consisting of the review handling and coordination of construction plans and determines project schedules based on approved priorities. Determines if project scopes meet requirements of program and directs project managers accordingly.
Manages consultant contracts including developing scope of services and man-hours reviewing approving and processing invoices and evaluates performance.
Communicates and coordinates with DOTD personnel state agencies and external customers while reviewing project plans. Communication includes resolution of plan conflicts and dissemination of information to those affected.
Coordinates the work of DOTD staff from multiple disciplines assigned to the projects including Road Design Bridge Design Geotechnical Design Environmental Real Estate Railway Companies Districts and Utilities. Oversees the work of consultants engaged to provide specific functional and technical expertise for the project.
Advises DOTD administrators managers and stakeholders such as citizens legislators railroad company representatives FHWA FRA and resource agencies throughout the project life cycle on issues regarding negotiations and project development. Performs documents and shares project close-out activities throughout the Department.
Program Manager (10%)
Coordinates and directs the Railroad Grade Separation Program ensuring the program meets the annual budget goals. Tracks programs statuses monthly. Monitors programs budget expenditures and adjusts project schedules as needed to accommodate funding availability and to ensure that each District gets their funding allocation.
Advises District Administrators on Districts programs statuses budget issues and priorities. Advises Project Managers DOTD Design staff and others on policy issues for programs. Acts independently on issues regarding programs and makes technical decisions when dealing with DOTD and outside clients.
Prepares strategies for implementation of various budget scenarios for DOTD Administrators.
Tort Liability (5%)
Represents DOTD by providing research and testimony in tort liability cases.
Miscellaneous (5%)
May be required to perform other duties as necessary including but not limited to emergency/disaster support activities.
Supplemental Qualifications:
4 years of experience in the design or construction of railroads or traffic engineering or roadway geometric design or experience involving the review or the oversight of railroad construction railroad crossings or railroad safety projects.
Position-Specific Details:
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.
This position has a Special Entrance Rate (SER) of $3316.00 biweekly.
