TITLE

Chief Procurement Officer and HUB Coordinator

JOB SUMMARY

Performs administrative work directing the Procurement department. Responsibilities include managing and administering all purchasing and contracting policies and on-going development of university procurement and contract reporting. The Chief Procurement Officer maintains thorough knowledge of Texas Procurement and Support Services regulatory requirements University policies to ensure compliance with contract reporting requirements at the federal state and local levels. Work is performed under the direction of the Associate Vice President for Financial Services and performance evaluation is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Associate Vice President for Financial Services

Supervises: Director Purchasing & Contracts/Associate HUB Coordinator Sr. Administrative Assistant Vendor Services Administrator/Assistant HUB Coordinator and HUB Associate

ESSENTIAL DUTIES -May include but not limited to the following:

  1. Directs day-to-day procurement and contract activities including purchasing contracts TWUs HUB program corporate card program and supplier registration to ensure completeness compliance and accuracy.
  2. Maintains contract signature authority including sub-delegate contract signature authority as delegated by Texas Womans University Administration.
  3. Performs monthly quarterly and annual reporting and ensures compliance as required by federal and state regulations.
  • Establishes and monitors procedures processes and systems to support finance functions and strong internal controls over procurement and contract operations.
  • Directs outreach and marketing for TWUs HUB program. Attends economic opportunity forums provides bid information to HUB contractors administers the mentor-protg program assists with HUB certification and attends HUB coordinator training seminars.
  • Oversees the contract closeout process ensuring the contract file contains all necessary documentation. Reviews contracts and leases to discover identify treat and limit exposure to loss. Reviews the formulation and finalization of contracts as required in coordination with Administration and General Counsel.
  • Provides high quality customer service to both internal and external customer groups.
  • Serves as a lead strategic partner across the University through collaboration with institutional and external stakeholders.
  • Leads a team through supervision training mentoring and provides professional development opportunities.
  • Institutes and maintains internal control procedures ensuring the integrity of financial information accountability and fraud prevention measures.
  • Identifies and supports opportunities to improve service delivery customer support business processes and procedures and system functionality. This includes directing and implementing needed changes.

ADDITIONAL DUTIES

  • Prepares special projects as assigned by the Associate Vice President Financial Services.
  • Performs other duties as requested.

EDUCATION

Bachelors degree required. Masters degree preferred. Additional years of job-related experience may substitute for some of the required education on a year for year basis.

EXPERIENCE

Five years progressively responsible experience in a relevant field with experience in Texas Procurement laws. . Certified Texas Contract Manager (CTCM) is required or must be obtained within 6 months of hiring.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

All employees share the responsibility of maintaining information security and privacy requirements within the university by adhering to Federal and State regulations and TWU Policies & Procedures.

KNOWLEDGE SKILLS AND ABILITIES -The following are essential:

  • Ability to plan direct and evaluate a complex operation using human resources time funds and other resources for the accomplishment of long-term and short-term goals of the institution.
  • Ability to coordinate work with other employees providing direct instruction or supervision as assigned.
  • Ability to organize work effectively conceptualize and prioritize objectives and exercise independent judgment based on an understanding of organizational policies and activities.
  • Ability to establish and maintain effective work relationships with students faculty staff and the public.
  • Ability to communicate effectively orally by phone in person and in writing.
  • Ability to represent the department and University in a friendly courteous and professional manner.
  • Ability to use a personal computer and other office equipment including university related software and email.
