Job Description

Reports To:Assistant Superintendent of Human Resources

Duty Days:Exempt

Wage/Hour Status:12 Months/238 Days

Pay Grade:B07

Qualifications:

Masters degree

Valid Texas Administrative certificate (preferred)

T-TESS/AEL Appraiser Certifications (or earned/recertified within the first 60 days of hire)

T-TESS Trainer of Trainers (TOT) Certification (or earned within the first 180 days of hire)

3 years administrative experience in K-12 campus or district level administration

Familiarity or experience with Texas education regulations and legislation related to TIA

Knowledge of various assessment tools approved for TIA

Sharp analytical thinking and data interpretation skills are a must

Systematic in organizing categorizing and maintaining large amounts of data

Proficiency with Excel

Experience in training supervision and evaluation of personnel

Ability to interpret develop and implement policies and procedures

Clear and effective communication skills both written and verbal are essential

Experienced trainer and presenter

Available to travel/recruit

Primary Purpose:

Serve as the district expert on the Teacher Incentive Allotment (TIA) program to ensure successful implementation and ongoing effectiveness of the program. Support the implementation and monitoring of the TIA program by developing and updating program materials training staff and analyzing data related to teacher designations and student growth assessments. Guide campus administration on the T-TESS evaluation process including the rubric observation cycle and goal setting as it relates to TIA. Collaborate with state and district personnel associated with TIA.

Major Duties and Responsibilities:

  1. Serve as the TIA designee for the District.
  2. Provide guidance and support to campuses and district leadership in implementing and monitoring the TIA program.
  3. Assist in creating and updating manuals training materials website content and other resources related to TIA.
  4. Develop and enhance the program to include as many employees and disciplines as possible.
  5. Develop and deliver effective presentations to answer questions from various stakeholders including administrators and teachers regarding TIA.
  6. Analyze data from TIA related assessments and benchmarks to inform program implementation evaluation and expansion.
  7. Provide T-TESS calibration training to campus administrators.
  8. Research and analyze the validity and reliability of third-party student growth assessments to develop the TIA program.
  9. Complete all required data submissions reports verifications and surveys regarding TIA.
  10. Assist with the development and implementation of employee retention programs.
  11. Ensure that district policies procedures and practices comply with relevant federal and state laws and regulations.
  12. Ensure and maintain communication with campus and district administrators and other staff to develop an understanding of future TIA needs.
  13. Utilize and manage all related software management systems related to TIA or teacher appraisals.
  14. Assist campus/district personnel with appraisal process to ensure effective evaluation.
  15. Develop and provide training to all new employees during district New Hire Meetings regarding the districts local designation system for TIA.
  16. Maintain current knowledge of the Teacher Incentive Allotment (TIA) and its additions and enhancements as well as other recruitment and retention programs through professional development legislative updates and other means.
  17. Travel to various universities or job fairs as needed to recruit teachers and inform new recruits of the districts TIA Local Designation System and allocations.
  18. Assist with second appraisals of teachers if needed.
  19. Supervise and evaluate staff as assigned.
  20. Other duties as assigned.

Equipment Used:

Personal computer cell phone typewriter printer copier and fax machine.

Working Conditions:

Work with frequent interruptions. Maintain emotional control under stress. Frequent districtwide travel; occasional prolonged and irregular hours. Able to travel by plane or car as needed to recruit possible.
