You will be updated with latest job alerts via emailLeidos National Security Sector (NSS) is seeking an experienced and mission-driven Civil Affairs Planner to support the Apollo program in Tampa FL. This role integrates civil-military operations into irregular warfare influence operations and campaign design as part of Operations in the Information Environment (OIE). The Civil Affairs Planner will synchronize governance stabilization and population-centric activities in support of strategic competition and irregular warfare objectives. This position is on a future contract pending award announcement.
Primary Responsibilities:
Civil-Military Engagement Planning:
Develop coordinate and integrate Civil Affairs (CA) equities into theater-level operational plans to support influence stability governance and foreign humanitarian operations.
Operational Environment Assessments:
Conduct PMESII-PT DIMEFIL and operational design assessments focused on civil governance and human aspects of the operational environment.
Interagency & Partner Coordination:
Collaborate with interagency partners (e.g. State Department USAID NGOs) coalition forces and Information Forces to synchronize CA and OIE activities.
Governance & Stability Operations:
Advise commanders on governance rule of law public health infrastructure humanitarian assistance and essential service restoration to support long-term stability.
Information Environment Integration:
Incorporate Civil Affairs equities into broader Operations in the Information Environment (OIE) including MISO MILDEC OPSEC and influence operations to shape local perceptions and achieve theater-level effects. Civil Affairs directly supports the Information Joint Function through engagement with the Human Aspects and Informational Aspects of the operational environment.
Strategic Advisory Support:
Deliver senior-level briefs assessments and recommendations to commanders and staff on civil-military operations within the Information Environment.
Trend Analysis & Civil Network Mapping:
Monitor emerging global/regional political economic and civil trends to inform planning. Build civil network assessments for operational situational awareness.
Support Theater Campaign Plans & Exercises:
Contribute to Geographic Combatant Command (GCC) Theater Campaign Plans exercises contingency operations and crisis response missions requiring Civil Affairs expertise.
Basic Qualifications:
Civil Affairs Qualification Course graduate (38A 38G or equivalent).
Bachelors degree in International Relations Political Science Regional Studies Public Administration or related field (Masters preferred). Additional years of experience may be considered in lieu of degree.
8 years of Civil Affairs stability operations civil-military coordination or interagency planning experience.
Experience with civil information management civil network analysis or population-centric targeting.
Prior support to Combatant Commands Joint Staff or equivalent headquarters.
Understanding of PMESII-PT DIMEFIL OIE doctrine and the Information Joint Function.
Demonstrated interagency and coalition coordination experience.
Strong written verbal and briefing skills.
Preferred Qualifications:
Prior deployments supporting Civil Affairs or stability operations in CENTCOM AFRICOM or INDOPACOM AORs.
Experience advising senior military or interagency leadership.
Experience integrating CA into OIE MISO MILDEC or strategic influence operations.
Experience supporting Humanitarian Assistance/Disaster Relief (HA/DR) governance or post-conflict stabilization operations.
Security Clearance Requirement:
Active TS/SCI clearance.
