Position Summary:
The Senior Director of Health and Clinical Services will be a licensed practitioner who will be responsible for providing mental health consultation case management training programs oversight and evaluation; additionally will be responsible for implementing a new Cal-AIM/Medi-Cal eligible services and billing unit. Through collaborating across GLIDE programs and community partnerships launch and integrate new initiatives which include management of behavioral health services substance use treatment services overdose prevention infectious disease testing and treatment navigation housing support services case management and care coordination across GLIDEs community-facing programs. Additionally the SDCS will support the integration of GLIDEs diverse services as detailed in the refreshed strategic plan with a focus on developing and implementing a standardized case management approach that serves as a core piece of the integrated service model and care coordination and supports GLIDEs goals for achieving reimbursable services for Cal-AIM/Medi-Cal.

Essential Duties and Responsibilities:

    • Responsible for program supervision strategy development and execution while providing Program Leadership (i.e. Directors and Managers) with guidance and support with daily operations.
    • Provide leadership best practices guidance and programming execution in direct service areas related to GLIDEs integrated and coordinated service model across all Programs and community-based partnerships.
    • Lead clinical perspectives with program integration efforts to ensure smooth referral and follow-up for clients internally within the agency as well as externally with community partners. Document and establish standardized protocols pertaining to these areas and institutionalize knowledge training and ongoing support for staff to learn and reach the same performance standards.
    • Work with Chief Program Officer to develop implement and evaluate Cal-AIM and Medi-Cal billable services for GLIDE in the areas of behavioral health substance use treatment etc. and integrate Medi-Cal screening in GLIDEs care coordination workflow. Provide staff with training supervision and ongoing coaching to reach a standard of care and notation for reimbursements.
    • Develop and implement a review protocol for case management and navigation files (Electronic and hardcopy) with Program Management and Compliance and Impact to systematically review service documentation for accuracy and timeliness and to inform ongoing staff trainings.
    • Collaborate with the Executive Leadership team and other internal stakeholders to design develop implement and evaluate GLIDEs integrated and coordinated service delivery system and pilot initiative areas where appropriate.
    • Develop and codify GLIDEs navigation and case management approach through program implementation defining key processes systems and tools for robust service delivery service documentation and service evaluation system. In collaboration with Compliance and Impact develop systems to evaluate quality of clinical services at GLIDE using both quantitative and qualitative methods.
    • Provide support and consultation for crisis events related to mental health including but not limited to threats of harm and harm to others as well as reports of child and elder abuse as communicated by direct service staff.
    • Responsible for programs performance and delivery on contract deliverables funder requirements and strategic goals. Collaborate with Compliance and Impact Unit to track and report on progress through audits dashboards data collection and surveys.
    • Responsible for leading programs to meet and/or exceed contract deliverables for funding contracts. Assist with applying for new contracts negotiating contract terms and scopes of work regular reporting on contract performance maintaining compliance with contract and programming requirements and developing and monitoring budget spenddown and modifications.
    • Collaborate with Compliance and Impact unit to identify and address issues related to HIPAA and other applicable legal and professional requirements pertaining to certifications licensing and programming
    • Work with Fund Development to identify apply for and secure new resources to support program goals and expansions.
    • Collaborate with the Center for Social Justice to develop and/or advocate for legislation and policies that impact relevant community issues and program outcomes (i.e. funding client life conditions etc.).
    • Develop strategies that highlight program achievements community needs and client success.
    • Provide clinical supervision and consultation support to Programs management direct service staff and interns working towards fieldwork hours for licensing purposes.

Minimum Qualifications:

    • Masters in social work/counseling Public Health or related field.
    • Must be Licensed by the CA Board of Behavioral Sciences (BBSE) (i.e. LCSW or LMFT).
    • 5-7 years of progressive non-profit program management and supervisory experience.
    • Experience supervising behavioral health substance use treatment and case management services for high-need populations. Experience supervising Cal-AIM and/or Medi-Cal reimbursable services
    • Ability to provide clinical supervision for Medi-Cal and Cal-AIM level work is required.
    • Ability to develop budgets based on program design concepts and daily operations.
    • Experience working in a community-based social service agency with adults and families affected by homelessness poverty and related challenges.
    • Excellent organizational/project management skills; ability to meet deliverables that are tied to deadlines.
    • Excellent written and verbal communication skills required for proposal writing funder reports policy and procedure development documentation curriculum documentation and stakeholder engagement
    • Strong analytical skills: ability to interpret data evaluate programs and apply analytics and outcomes to program development
    • I am proficient in MS Office Suite digital tools such as Asana Adaptive Salesforce & EHRs.

Work Environment:

    • GLIDEs buildings are in the Tenderloin neighborhood.
    • GLIDE maintains an open door policy for the community and its clients who frequently enter and leave the building.
$165000 - $175000 a year
This is a full-time (40 hour/week) Exempt position.
