The N.C. Department of Transportation (NCDOT) Division of Aviation a recognized leader in air mobility innovation promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the states aviation authority the division manages state and federal airport infrastructure development grant projects in collaboration with local government owners of the states 72 public airports the integration of advanced air mobility and unmanned aircraft systems for business and government use airport professional development aviation business and workforce development and flight services for state agencies.

SUMMARY

The Aviation Compliance Manager Program Analyst I reports to the Deputy Director of the Programs and Planning whose team envisions and plans how to leverage and manage aeronautical innovations across the states public airport system including advanced air mobility unmanned aircraft systems and electrification. The team provides planning environmental and compliance support for the states public use airports and leads aviation business and workforce development initiatives.

The Compliance Manager is responsible for ensuring publicly funded airports and advanced air mobility projects comply with applicable state and federal laws and grant assurances.

In this role you will:

  • Serve as a subject matter expert on aviation compliance providing guidance training and oversight to NCDOT staff airports and other stakeholders.
  • Ensure airport operations and projects comply with state and federal laws FAA policies and grant obligations.
  • Conduct investigations audits and land use inspections and coordinate corrective actions with the FAA.
  • Lead compliance reviews for land releases acquisitions financial audits etc.
  • Represent compliance interests in planning and innovation efforts for advanced air mobility and statewide aviation initiatives.
  • Act as the FAA-designated DBE Liaison managing goals and Title VI compliance for federally funded airport projects.

Salary Range -$58613 - $102574

Knowledge Skills and Abilities / Competencies

Qualified Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Knowledge of state and federal requirements for developing transportation (preferably air transportation) infrastructure and procuring contracted products and services in accordance with state and federal laws and policies.
  • Experience leading investigations collecting and analyzing data resolving compliance issues and writing reports on transportation and/or aviation related compliance or other transportation regulatory functions to substantiate and defend findings.
  • Demonstrated ability to exercise judgment and discretion in establishing applying and interpreting policies and procedures.
  • Demonstrated ability to work independently and as part of a team and establish and maintain effective working relationships with agency personnel and public and private stakeholders at all levels.
  • Experience using standard Microsoft Office software and GIS applications.

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and three (3) years progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.
