Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATOs member countries and its partners. The agency was established in 2012 and is headquartered in Brussels Belgium.
The NCIA provides a wide range of services including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATOs communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATOs military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATOs mission to detect deny and defeat threats to its communication networks.
- Information Management: The NCIA manages NATOs information technology infrastructure including its databases applications and servers.
Overall the NCIA plays a critical role in ensuring the security and effectiveness of NATOs communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATOs principal C3 capability deliverer and CIS service provider. It provides maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and when required stand together in the face of attack under Article V.
To provide these critical services in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorises: NATO International Civilians (NIC)s Military (Mil) and Interim Workforce Consultants (IWC)s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
Software configuration
- Assists in designing verifying documenting amending and refactoring moderately complex software configurations for deployment.
- Applies agreed standards and tools to achieve a well-engineered result.
- Collaborates in reviews of work with others as appropriate.
System software
- Monitors operational systems for resource usage and failure rates to inform and facilitate system software tuning.
- Applies system software parameters to maximise throughput and efficiency.
- Installs and tests new versions of system software.
- Contributes to preparation of software implementation procedures with fall back contingency plans.
Network support
- Carries out agreed network maintenance tasks and specified operational configuration of network components.
- Establish and diagnose network problems/faults using the required troubleshooting methodology and tools.
- Uses network management software and tools to collect agreed performance and traffic statistics.
Systems installation and removal
- Installs or removes hardware and/or software using supplied installation instructions and tools including handover to the client.
- Uses standard procedures and diagnostic tools to test installations correct problems and document results.
- Records details of all components that have been installed and removed.
- Assists users and follows agreed procedures for further help or escalation.
- Contributes to the development of installation procedures and standards.
Release and deployment
- Uses approved tools and techniques for specific deployment activities.
- Administers the recording of activities logging of results and documents technical activities undertaken.
- Provide assistance with fault resolution and document actions in accordance with Incident Management procedures;
- Develop and maintain Standard Operating Procedures for routine system administration duties;
- Provide status updates for assigned requests using ITSM Service Desk Software;
- Follows-up with users on completed requests prior to closing;
- Provide collaboration and assistance to other work sections within Service Operations Branch in support of mission requirements;
- Can support physical task requirements with the ability to lift up to 25 lbs;
- Performs other duties as required.
Essential Skills and Experience
- At least 3 years practical experience of implementation and maintenance of ICT end systems within a large organization.
- Excellent troubleshooting skills;
- Practical experience of Microsoft SharePoint Server (2016/2019) administration and troubleshooting;
- Practical experience of Microsoft SQL Server (2014/2016/2019) administration and troubleshooting;
- Practical experience of Microsoft Windows Server Systems;
- Practical experience with Windows Workstation client Operating Systems;
- Practical experience of Active Directory DNS Group Policy Objects;
- Practical experience of Windows scripting and the PowerShell;
- Practical experience with virtualization software such as VMware and Hyper-V;
- Practical experience with remote troubleshooting and problem resolution in a secured network environment.
- Can support physical task requirements with the ability to lift up to 25 lbs;
Desirable Skills and Experience
- Microsoft SharePoint.
- VMware vSphere.
- Microsoft SQL Server.
- Microsoft Windows Operating Systems.
- ITIL Foundation.
Education
- Higher vocational training in a relevant discipline with 3 years postrelated experience. Or a secondary educational qualification with 5 years post-related experience.
