Job Description

OPSEC Policy Plans and Strategy Support Staff Officer (Staff SME Officer V)

Premier Enterprise Solutions is seeking OPSEC Policy Plans and Strategy Support Staff Officer Subject Matter Experts to support the Office of the Undersecretary of Defense for Intelligence and Security (OUSD(I&S)). This position provides provide daily operational support offering in-depth strategic expertise for the development of operations security (OPSEC) policies processes and advisory services


Location: Washington D.C.


Tasks will include:

  • Support the oversight and advocacy of OPSEC Programs. Provides input to briefings staff summary sheets information memorandums action memorandums and OPSEC Reports in accordance with DoDM 5110.01 Vol 1 Manual for Written Material: Correspondence Management. Participates and contributes to policy development strategy and compliance meetings relevant to OPSEC.
  • Develop methods to provide oversight to generate data to evaluate OPSEC assess effectiveness. Periodically review OPSEC training curriculum designed for OPSEC practitioners to ensure the minimum relevant OPSEC training requirements are being met. Represent the OPSEC Division at key OSD and interagency- level meetings prepare briefs and presentations and solicit of input from OUSD(I&S) staff personnel for read-ahead/background information and point papers.
  • Initiate and closely manage the coordination and collaboration of DoD Component and interagency actions to facilitate DoD decisions on requests for DoD OPSEC support. Apply expertise in DoD OPSEC policy needed to analyze and assess requests for DoD OPSEC policy support that meets the criteria DoD Directive 5205.02.
  • Support implementation of DoD OPSEC Program standards and assessment criteria. Support DoD OPSEC Program compliance and staff assistance program implementation.
  • Support execution of the DoD OPSEC Program assessment framework and periodic DoD OPSEC Program status reports.
  • Support identification documentation and prioritization of DoD OPSEC Program capability capacity and readiness gaps.

Qualification:

  • Fifteen (15) years of experience directly related to special programs oversight strategic planning and coordination within the Department of Defense or the Intelligence Community. A significant portion of their career should be dedicated to coordinating and de- conflicting complex issues across the DoD and Non-Defense Federal Departments and Agencies (NDFDAs) ensuring that both DoD and NDFDA equities are recognized and protected at all levels.
  • Demonstrated extensive experience in advising senior DoD leadership on critical issues providing program-specific technical and administrative guidance and developing security and policy recommendations for program stakeholders.
  • A proven ability to liaise with the interagency coordinate programmatic policy and practices and spearhead interagency coordination of security requirements related to special programs is essential.
  • Strong background in developing and implementing strategic guidance to manage complex security issues affecting Special Access Program management procedures and policies along with a demonstrated ability to present well-considered policy and management advice to executive-level decision makers.
