JOB TITLE: Budget and Programming Officer Project Management

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Since the IRM implementation a number of processes systems and tools have required a review with the aim of streamlining simplifying and improving and bringing together planning budgeting and performance reporting. This exercise has seen the discontinuation of some tools several process reviews and improvements and this work continues in efforts to digitize and develop more robust modern and efficient long-term solutions also drawing from several lessons
learned exercises. Several initiatives are already ongoing requiring ample business continuity as we aim for sustainable solutions that ease the work of our CO colleagues as they transition to their second and third generation CSPs.
The Project Manager will be a divisional resource responsible for planning and overseeing budget planning budgeting and reporting projects and solutions. The Project Manager will play a leading role in planning and managing project resources (human financial administrative etc.) prepare budgets monitor progress and keep managers and stakeholders informed the entire way. Working under the Chief Financial Officer or his delegate the Project Manager will have the following detailed accountabilities and responsibilities:
KEY ACCOUNTABILITIES/RESPONSIBILITIES:
Manage staff oversee and coordinate day to day project activities including strategic planning and systematic coordination of project activities ensuring effective communication and coordination between different stakeholders.
Provide overall supervision of project activities advocating for project objectives and ensuring that all interested parties are well informed about the project activities and goals.
Prepare or as appropriate supervise the preparation of work plans budgets and project plans for/further presentation or approval.
Lead the development of work plans workshops and periodical work sessions and meetings to clarify the projects objective and methodology for the benefit of both internal and external stakeholders.
Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination monitoring information sharing and reporting systems.
Prepare or as appropriate supervise the preparation of progress reports annual reports project completion report and other reports that may be required by the stakeholders on key project activities issues and required action points.
Support end users of developed budgeting solutions troubleshooting error fixing and making recommendations that assure the optimal use of said solutions and tools.
Contribute to planning and preparation for the longer-term budget planning solution providing technical advice on the architecture and overall design capturing and refining business requirements as well as eventually testing the long-term solution in close collaboration with the CO/RB BPOs.
Proactively contribute ideas to senior officers for improvement to systems techniques tools processes and procedures to better monitor and manage budgets and funds.
Establish and maintain relationships and act as the key focal point with internal stakeholders ensuring that matters surrounding the interim and long-term budget are transparently expediently and effectively managed in line with established Rules and Regulations.
Ensure establishment and maintenance of proper electronic and/or paper document and knowledge management systems to facilitate handovers of project deliverables documents files equipment and materials as per the available standards and procedures.
Other related duties as assigned.
DELIVERABLES AT THE END OF THE CONTRACT:
A long-term budget planning solution identified and project workplan plan agreed.
Reports tools and systems are adjusted to report CSPs against the new Line of Sight.
Regular progress and performance reports and updates on ongoing activities.
Reliable and accurate dashboards pipelines and other country office reports are maintained.
Country Office Resource and Performance Risk Analysis platform is adopted as a tool.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Public or Business Administration International Development Social Sciences or other relevant field or First University degree with additional years of related work experience and/or training/courses.
Experience: At least 5 years of Project Management experience and at least 3 years of professional work experience managing a large project.
Knowledge & Skills: Proven experience and technical ability to manage a large transformation project within a global organization
Good understanding of change management processes and requirements Strong computer literacy Analytical and Problem-Solving skills Demonstrated initiative-taking ability and ability to take independent decisions and lead processes
Proven ability to draft edit produce and review written materials and results-focused reports
Effective interpersonal team management and communication skills with the ability to collaborate negotiate persuade and influence a wide range of key stakeholders to drive engagement and buy-in
Proven ability to complete projects according to outlined scope budget and timeline
Languages:
Fluency (Level C) in English.
