$50000.00 to Negotiable AnnualGeneral Description / Primary Purpose
The Buyer is responsible for a full range of complex procurement functions requiring extensive knowledge of procurement and contracting policies procedures and practices. These functions include but are not limited to the formal competitive bid process development of contracts service agreements leases and/or other written legal agreements. The buyer procures items or services in assigned commodity areas seeking the best overall value to the University while considering quality price and service. The buyer also consults with campus departments to identify needs and requirements in the development of appropriate scope of work; obtains and analyzes quotations and/or enters into negotiations with suppliers as necessary. The buyer should be familiar with university policies procurement regulations Board of Governors regulations and State of Florida Purchasing Rules and Statutes.

During declared campus emergencies this position may be required to perform specific job-related duties at a designated off campus location or place of residence.
Departmental Requirements
Knowledge of supply chain management demonstrated business acumen preference given to applicants with prior experience in university procurement settings is strongly preferred. Certification asCPM(Certified Purchasing Manager) and/orCPPB(Certified Professional Public Buyer) preferred. Must have strong attention to detail teamwork skills and a willingness to serve customers.
Supervision Received
General supervision. The incumbent develops procedures for performing a variety of complex duties within established guidelines; has considerable freedom while the work is in process and receives instructions on new assignments.
Program Direction & Development
As may be assigned by the Manager Strategic Sourcing of Procurement Services.
Policy Making and/or Interpretation
Must interpret Federal State Board of Governors and University regulations laws and policies and apply same to procurement/spend decisions.
Level of Public Contact
Extensive verbal and written contact with both on-campus and off-campus constituents.
Monetary Responsibility
Oversee and/or directly controls the expenditures of University or University related funds. An error could result in financial loss due to fines court costs project delays and/or acquisitions at less favorable pricing.

Must keep some bid related information confidential for specified amounts of time. Errors in judgement could result in a bid protest lawsuit and/or court costs.

Required Qualifications: This position requires either (a) Masters degree from an acceptable accredited institution in a directly related area of specialization; (b) Bachelors degree from an acceptable accredited institution in a directly related area of specialization and two years of experience directly related to the job functions; or (c ) 6 years of direct experience.
