The DOTD Program Specialist 4/Regional Project/Program Manager serves as the subject matter expert in planning developing administering and evaluating statewide operating capital and planning assistance grants and formulates policy for Federal Transit Administration (FTA) programs in the assigned transit planning areas. This incumbent works at a high degree of independence and coordinates with other internal and external to the Department as necessary to complete assigned duties. Responsibilities include grant administration and DOTD project/program management of federal/local public transportation programs sponsored by the Federal Transit Administration (FTA). programs sponsored by the Federal Transit Administration (FTA).
Five years of experience in the development implementation or administration of a transportation or safety program; or in engineering architecture geography human resources financial operations information technology risk management policy planning or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in the development implementation or administration of a transportation or safety program; or in engineering architecture geography human resources financial operations information technology risk management policy planning or administrative services; OR
A bachelors degree plus two years of experience in the development implementation or administration of a transportation or safety program; or in engineering architecture geography human resources financial operations information technology risk management policy planning or administrative services; OR
An advanced degree plus one year of experience in the development implementation or administration of a transportation or safety program; or in engineering architecture geography human resources financial operations information technology risk management policy planning or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

85% Serves as the sole Project/Program Manager and technical expert for one of four geographic regions in Louisiana providing project management for approximately 25 DOTD projects/contract per region in excess of $5M federal funding in accordance with all FT A Programs. Program Manager ensures oversight and management; ensures that programs are properly administered federal funds are appropriately expended and that the State and local recipients will continue to receive such funds and the benefits thereof. Analyzes federal regulations which are often broad and subject to interpretation and prepares written comments regarding program impact. Advises and makes recommendations on state procedures to meet changes in federal laws and/or policies in order to keep state/local entities in compliance in accordance with the federal regulations that govern grant program administration. Maintains specialized technical knowledge of all FTA laws and regulations.

Maintains knowledge of other federally-funded programs used by agencies in matching FTA funds or in providing transportation services; develops and maintains a Desk Manual that documents program responsibilities and paperwork flow.
Participates in project planning; reviews and approves annual capital planning and operating assistance applications for assigned Region for program eligibility compliance and completeness; determines funding level of agencies by reviewing budgets assessing needs reviewing historical data and considering federal funds available for obligation; provides classroom on-site and individual training and technical assistance to public bodies and private non-profit agencies in proper preparation of applications and with development of transit program; maintains specialized technical knowledge of all FT A laws and regulations. Recommends new projects to be funded or supplemental contracts to be issued using project cost underruns when such occurs; maintain working knowledge of reasonable transportation cost of operating systems.
Provides training on Statewide Transit Tracking and Reporting System (STTARS) to transit agencies. Coordinates technical assistance/training needs with Training Program Manager. Coordinates and attends Regional Coordination meetings with MPO and makes presentations at MPO meeting. Ensure approved projects are included the Transportation Improvement Plan developed by MPO. Participates in Annual Directors Meetings. Represents the Department at various national and regional transportation seminars and conferences. Maintains effective working relationships with federal and other State agency officials; provides program information to State and local elected officials and to local governing public bodies directors of private non-profit as well as for-profit business owners; resolves conflicts of interest between public transportation providers in local areas. Conduct Outreach Meetings with parishes without transportation. Coordinate new initiatives policies and procedures with all Regional Program Managers Assistant Director and Director.
10% Coordinates accounting system surveys and financial audits as deemed necessary with DOTDs Audit Section; develops program management guidelines; provides regular program management assistance and training to agencies; oversees the development of local safety and security plans and the substance abuse management program.
Investigates allegations of fraud and abuse of federal program and reports findings to proper officials. Ensures that contract limits are adhered to by regularly monitoring fund payments; maintains expertise and thorough knowledge of applicable accounting and audit principles; resolves problems of local agencies; initiates project close-out process within DOTD; maintains records to ensure required audits are received on a timely basis.
Routinely confers with the Assistant Director and Director providing continued evaluation of assigned programs along with recommendations as to the coordination of all general and specific activities related to the public transit mode; the proper scheduling of resource utilization in the development of short and long range plans for public transportation; and the formulation of administrative and planning guidelines for use by state agencies and local government units relative to public transportation programs systems facilities and services. Works with other Public Transportation Program Managers in developing programs surveys and plans. Advises local government agencies in the development implementation management and evaluation of transportation programs and activities.
Reviews contracts for execution between DOTD and local public bodies; ensures that all appropriate federal regulations are included; revises as necessary to reflect changes in laws policies regulations; maintains official project files subject to inspection by FTA DOT Office of Inspector General Legislative Auditor etc. Develops and revises as necessary program operating assistance procedures; reviews provider invoices to ensure appropriate use of funds eligibility of local match provided and eligible amount of reimbursement. Continuously monitors status of federal budget/program of projects to ensure maximum utilization of available funds.
Maintains and monitors the National Transit Database reporting on accidents; review data entry; and follow-up during validation. Develops maintains and issues transit safety advisories. Assist the transit systems in developing System Safety Program Plans (SSPP). Require transit systems to report the occurrence of accidents and unacceptable hazardous conditions. Investigate safety hazards to determine the nature and extent of the condition and recommend corrective action. Review approve and submit to FTA Corrective Action Plans obtained from the transit systems. Collect accurate timely and sufficient data so that thorough assessments can be made relating to transit bus safety. Evaluate data to identify the underlying causes of transit bus accidents that could lead to the identification of safety deficiencies at transit agencies.
Internally coordinates work efforts with DOTD units of Legal Audit Compliance Programs Procurement Project Control Financial Services and Grants Administration. Externally coordinates efforts with State Agencies (DHH DSS GOEA GODA DOL and Public Safety); with local agencies (councils on aging offices of community services agencies representing disabled persons local government officials); and with Federal Transit Administration officials.
5% May be required to perform other duties as necessary including but not limited to emergency/disaster support activities. This position serves as a subject matter expert/liaison between public transit and DOTDs emergency response section and acts with the direction from the DOTD Emergency Operations section during activation.
