Job Description

The City of Johnson City Tennessee is accepting online applications for a Trades Inspector I on the Planning and Development Services department. The employee performs difficult technical work inspecting the construction of buildings for compliance with adopted building codes and zoning ordinances; does related work as required. Under general supervision conducts independent inspection of buildings under construction to ensure compliance with the adopted building code municipal zoning ordinances and technical standards. Supervision is received through oral and written instructions and work is reviewed through reports submitted and occasional reinspection all to be under the direction of a supervisor.

Essential Functions of Position:

  • makes on-sight surveys and inspections of residential or commercial
  • inspects structures that are permitted for construction alteration and repair as frequently as necessary to ensure the execution of work is being performed in accordance with departmental policies and adopted technical standards or approved design
  • examines plans submitted for permits to see that they conform to applicable building codes and zoning ordinances;
  • discusses construction alteration and repair of building with contractor property owners and other interested parties explaining and interpreting building codes regulations and zoning ordinances;
  • inspects buildings being demolished to see that proper safety methods are being employed
  • inspects buildings being moved within into or out of the City for compliance with ordinances;
  • prepares inspection reports documenting conditions found actions taken and recommendations made for further action;
  • performs related tasks as required.

Knowledge Skills and Abilities: General knowledge of the materials methods and practices used in building construction and of all stages of construction; some knowledge of legal procedures as related to the enforcement of building codes and municipal ordinances; ability to recognize faulty construction or hazardous conditions created by deterioration and to recommend effective corrective measures; ability to read and interpret building construction plans and specifications and to recognize deviations from such plans in the construction process; ability to enforce codes and regulations firmly tactfully and impartially; ability to establish and maintain effective working relationships with contractors property owners representatives from other agencies and the public; ability to express oneself clearly and concisely orally and in writing. Extended periods of sitting at a workstation or desk and walking. Manual dexterity to work efficiently on a typewriter and/or computer keyboard for data entry. Ability to speak clearly.

Acceptable Experience and Training: completion of high school or GED and considerable experience in a construction trade at the journeyman level; possession of appropriate certifications is desired. Employee shall obtain a minimum of (3) appropriate inspector certifications dictated by departmental needs and the Chief Building Official. At minimum (1) certification must be obtained every (6) months for the first (18) months from the date of hire. The Building Divisions expectation is that every Trades Inspector I attempts to reach the level of Trades Inspector III in order to provide the highest level of customer service possible to those who choose to build in the City of Johnson City; or any equivalent combination of experience and training which provides the required knowledge skills and abilities. Pre-employment physical drug screening and background check required.
