Job Description

Summary Statement

This position is primarily focused on providing Application and Website development expertise for the Delaware Judicial Branchs custom application environment. Duties include but are not limited to providing guidance on updating the Courts Intranet and Internet websites for ADA compliance in accordance with WCAG 2.1 Level AA standards documenting remediation procedures and custom application architecture for future use researching custom legacy applications to recommend improvements train JIC personnel to replicate the updates and troubleshooting applications with databases.

  • Upgrade the Internet site to Bootstrap 5
  • Streamline processes by enhancing applications and creating shared resources for the various sites.
  • Develop a solution where data on the pages from the following site can be entered edited and removed by Superior Court. Link: code within small- and medium-sized custom applications
  • Design improvements to code and scripts for environments that process and transmit data to other Delaware State agencies.
  • Modifies sections of larger more complex programs; reviews program code for completeness and accuracy.
  • Develops test data and test plans tests and debugs programs.
  • Writes program documentation.


Preferred Qualification

Applicants that do not possess these preferred qualifications will still be eligible for the position if they are certified and possess the required knowledge skills and abilities listed in the Essential Functions section.

  1. Knowledge and experience with JCLs
  2. Knowledge of or experience with SoftwareAGs Web Methods
  3. Knowledge or willingness to learn Eclipse IDE
  4. Knowledge of or experience with NaturalONE or similar Mainframe-hosted code languages
  5. Knowledge of or experience with troubleshooting existing Mainframe programs and writing new programs
  6. Knowledge of or experience with Adabas

Job Requirements

Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Experience working with custom-built .NET and VB-based applications
  2. Experience working with code in Visual Studio
  3. Experience working with websites and web-applications
  4. Strong documentation and communication skills

Conditions of Hire

  • A satisfactory criminal background check is required as a condition of employment.
